Minimum Knowledge and Experience :
- Bachelor of Science Degree in Civil Engineering and minimum of five (5) years’ practical experience in either a railroad or construction management environment or ten (10) years of practical experience in a railroad construction management environment.
- Minimum of five years’ (5) supervisory experience
- Knowledgeable of Department of Transportation and Federal Railroad Administration rules and regulations
- Knowledge in train operations and safety requirements preferred
- Significant experience in the application of labor contracts required
- Proficient understanding of construction means and methods.
- Demonstrated ability to build trusting relationships.
- Demonstrated capability to influence, negotiate and facilitate buy-in with a variety of stakeholders.
- Proven ability to lead by example to foster positive cross-functional relationships with internal and external stakeholders.
Skills :
- Highly organized and disciplined project management skills, with detailed knowledge of best practice project management tools.
- Excellent communication and presentation skills in terms of commercial negotiation, specification development, bidding, proposal development etc.
in a deadline-driven role.
- Proven ability to effectively manage a team in the field, along with any subcontractor scope in terms of delivering a quality project and any quality validation.
- Experience in design, engineering and / or technology fields to be able to comprehend and translate that to the field resources.
- Key personal traits, forward-thinking, proactive, resilient, sound judgment, innovation where its required, driven by the relentless pursuit of excellence
- Strong interpersonal skills for training and coaching activities
- Demonstrates strong leadership and organizational skills
- Knowledge of MS Office specifically Word and Excel and the ability to learn other software applications
Key Accountabilities (Essential Job Duties) :
- Demonstrates understanding and adheres to the KCS principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance
- Implements and monitors operational practices to ensure equipment reliability and quality service while ensuring a safe and productive workplace.
- Expresses accountability rules and regulations governing buildings and bridges as established by the Department of Transportation, FRA, and OSHA
- Demonstrates accountability of quality assurance of work performed by employees
- Analyzes utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling
- Complies with and ensures staff compliance with all safety rules and procedures and report all hazards as required
- Supervises activities of Roadmasters and employees in the B&B department and ensure compliance with applicable Federal, State, and Company rules and regulations and Keolis Commuter Services / MBTA Contract Agreements
- Administers collective bargaining agreements as required through regular job performance
- Oversees the supervision of assigned personnel, which includes hiring, work allocation, training, and problem resolution;
evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance
Completes other duties as assigned
Working Conditions (including Physical Demands)
- Walking, talking, hearing, climbing, balancing, lifting using both hands and both arms (up to 50 pounds), bending, and driving
- Involves working outside in all types of weather conditions year-round as assigned
- Requires travel to various Keolis sites and properties
