Key Responsibilities :
- Operational Management : Oversee and ensure compliance with local and state codes for all IT operational activities.
- IT Administration : Direct the IT department’s activities, including mainframe, desktop computers, and local area networks.
Manage ongoing operations and future application developments.
- Resource Management : Ensure the daily availability and performance of IT resources such as email, internet / intranet access, and printer operations.
- Technical Support : Supervise technical support functions, including help desk operations, mainframe support, and coordination with external technical support services.
- Personnel Oversight : Plan, prioritize, coordinate, and assess the work of IT department staff. Manage vendor relationships and contracts.
- Consultation : Provide expert advice to the leaders on computer hardware and software issues.
- Budget Management : Develop and manage the IT department’s budget, including staffing, vendor support, and outsourcing needs.
Monitor budgetary expenditures.
- IT Planning : Develop and implement strategic plans for departmental IT support and evaluate the utility of new and existing technology.
- Evaluation & Recommendations : Conduct needs and cost analyses, recommending updates or changes to hardware, software, and operating systems.
- Maintenance & Installation : Oversee all aspects of computer maintenance, repairs, and installations.
- Staff Meetings : Plan and lead meetings with IT staff to ensure adherence to best practices, implement new policies, and update staff on changes and standards.
- Communication : Liaise with department heads and other county officials regarding IT practices and actions.
- Security Assessment : Review hardware, software, and services for security issues, ensuring proper security measures are included in RFPs and meet the county’s business needs.
Knowledge, Skills, and Abilities :
- Technical Expertise : Comprehensive understanding of ICT concepts including enterprise networking, distributed systems, relational databases, open-source systems, and server / client operating systems.
- Public Administration : Familiarity with public administration and management principles.
- Project & Budget Management : Proficient in technical project management, budget oversight, and contract management.
- Supervisory Skills : Skilled in administrative supervision and directing departmental goals, objectives, policies, and procedures.
- Communication Skills : Strong oral and written communication abilities.
Qualifications :
- Education : Bachelor’s degree in Computer Science, Information Technology, Management Information Systems, Business Administration, Engineering, or a related field from an accredited institution.
- Experience : Minimum of five years of experience in management information systems, systems analysis, programming, or related technical fields, including at least three years in a managerial role.
Equivalent combinations of education and experience will be considered.
