Overview
V2X is currently seeking a Foreign Military Sales (FMS) Senior Financial Analyst to support our USN RMAF F / A-18 IPT Malaysia Program Management Support Services (PMSS) contract.
The Senior Financial Analyst will support the business financial management functions / activities of FMS pre-case, case execution, reconciliation, and case closure activities.
They will assist the Government Business Financial Manager (BFM) with analysis of program financial requirements for development of P&A, LOA, amendments, modifications, revisions and other pricing elements.
This role is Hybrid. 2-3 days per week in the office in Patuxent River, Maryland.
Responsibilities
- Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs.
- Track program status and schedules and applies policies for financial planning. The work includes formulation of budget and cost estimates to support programs, including defending budget estimates before authorities;
- review and evaluate budget requests; and control and reporting of obligations and expenditures. Work includes analyzing and recommending costs and benefits of alternative methods of financial management of programs and operations;
implementing legal and regulatory controls over approved budgets; and providing advice on effective methods for the acquisition and use of funds to support activities.
- Conduct Pre-FMS Case P&A, LOA Planning : Review and make recommendations via written reports, for Price and Availability (P&A) / Letters of Offer and Acceptance (LOA) in
- accordance with the guidance and procedures set forth in the Security Assistance Management Manual (SAMM).
- Perform Case Reconciliation, reconcile program financial records with Defense Finance Accounting and Service (DFAS) and Management Information Systems for International Logistics (MISIL).
- Provide case reconciliation and closure recommendations.
- Develop estimates of FMS case financial requirements based upon actual initiations, commitments, obligations and expenditures for ILS requirements and projected funding for future requirements.
- Assess the financial status of FMS cases and provide recommendations on the optimum use of remaining resources to meet program needs.
- Initiate draft funding documents using the Navy Enterprise Resource Planning (NERP) system.
- Maintain program budgets and other financial tracking documentation.
- Assist in the management of FMS funds for the Malaysian F / A-18D Program by preparing, analyzing, reviewing, amending and tracking funding documents and procurement initiation documents, using Navy Enterprise Resource Program (ERP) as well as maintaining various spreadsheets and online databases monitoring financial information.
- Coordinate with field activities and perform minor case reconciliation to get ready for case / document closure. Attends and compiles / organizes financial information for program management, financial, and budgetary meetings.
- Assist in the support of FMS programs by performing cost estimating analysis, analyzing a variety of classes of FMS project directive accounts, recording allocations, commitments, obligations, and expenditures of the FMS logistics funds.
- Maintain and update accounting records and supplement FMS financial MILSTRIP accounting data, and provide technical fiscal guidance.
- Participates in team reviews, validates, and processes financial accounting transactions.
- Prepare urgent funding requests when needed in addition to planned funding.
- Reconcile documents with field activities that have available funds to be pulled back and put into case available.
- Maintain direct involvement with all case actions to include financial data collection, case input development, and budgeting analysis.
- Provide financial process flow assistance to the BFM for all hardware and manpower funding.
- Coordinate with outside agencies or field activities for reconciliation of all cases.
Qualifications
- Education / Certifications :
- Bachelors degree in a Business, Management, or Relevant Technical Discipline.
- ALLOWABLE SUBSTITUTION : Associates degree and an additional four (4) year experience can be substituted for an Associates degree.
- Experience :
- At least six (6) years' overall financial management experience, to include three years recent Foreign Military Sales Financial Analyst experience.
- Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and demonstrated knowledge of DoD Federal Management.
- Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE and four (4) years DoN procurement.
