Job Description
OVERVIEW :
The CM-CE will have responsibilities that include but are not limited to the administration of construction, design / build, engineering, and facilities management for complex-construction projects.
Services will include, but not limited to, pre-design phase services, design phase services, procurement phase services, construction services, claims services, administration services, and technical specialty services.
GENERAL DUTIES :
- Responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements.
- Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work.
- Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk / typists and review of the final contract documents.
- Surveys existing job conditions and confers with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements.
- Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care.
Required Skills
REQUIRED QUALIFICATIONS :
- The CM-CE shall hold a Bachelor's Degree in Civil Engineering from an accredited school of higher education. It is required that the individual have a minimum of 6 years of experience in both design and construction with a focus on medical facilities.
- Must have the ability to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this project.
- Possess the knowledge of construction contract documents including front end and technical specifications and drawings to readily understand and assess project requirements.
- Must have the skillset and working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project’s success.
- Must possess the skillset and competency to supervise and manage personnel of diverse skillsets.
- Must have the ability to proactively notify the Government of any violations and / or potential impacts of any aspect of risks involved in the project and assist in preparing and updating a risk management plan.
- Must have the capability of reviewing, preparing, and making professional recommendations on scope of work documents, submittals, and proposed changes.
- Must have the capability of determining the value of acceptable work in place.
- Must be eligible and able to pass a federal background check, as well as complete the necessary processes to receive a VA Personal Identity Verification (PIV) badge.
- Must provide a minimum of three (3) projects of the scale and difficulty of this project and scope of work in which he / she held a similar position.
- CONSTRUCTION PROJECT MANAGEMENT SKILLS - Candidates must bring demonstrated experience in :
- Engineering Principles : Knowledge of engineering principles and practices related to civil engineering disciplines such as structural, geotechnical, transportation, and environmental engineering.
- Project Management : Ability to manage construction projects from initiation to completion, including planning, scheduling, budgeting, and resource allocation.
- Construction Knowledge : Understanding of construction methods, materials, and techniques used in various types of projects, including civil infrastructure, buildings, and utilities.
- Building Codes and Regulations : Familiarity with local, state, and national building codes, zoning regulations, and construction standards to ensure compliance and regulatory approval.
- Regulatory Compliance : Understanding of regulatory requirements and permitting processes related to construction projects, including environmental regulations, permits, and approvals.
- Design and Blueprint Reading : Proficiency in interpreting construction drawings, blueprints, and technical specifications to ensure accurate implementation of engineering designs and plans.
- Quality Control and Assurance : Ability to implement quality control measures and perform inspections to ensure construction work meets design specifications, quality standards, and regulatory requirements.
- Construction Safety : Understanding of construction safety practices, regulations, and protocols to identify and mitigate safety hazards and ensure a safe working environment for construction personnel.
- Contract Management : Knowledge of contract administration, including negotiating and managing contracts with contractors, suppliers, and vendors, to ensure compliance with project requirements and terms.
- Communication : Strong verbal and written communication skills to effectively communicate with project teams, contractors, clients, and regulatory authorities, including preparing reports and documentation.
- Problem-Solving : Ability to identify and resolve construction-related issues, challenges, and conflicts in a timely and efficient manner to keep projects on track and within budget.
- Team Leadership : Leadership skills to lead and manage multidisciplinary project teams, including engineers, architects, contractors, and subcontractors, to achieve project goals and objectives.
- Time Management : Effective time management skills to prioritize tasks, allocate resources, and meet project deadlines while maintaining quality standards and client expectations.
