SALARY RANGE :   63,000 - 72,000

POSITION SUMMARY :

The position supports the Department and / or the Project Manager and Project Management Team (PMT) to include collaboration with other departments in support of project planning and execution. The role’s support responsibilities can be broad and vary from developing / managing documentation deliverables for the Program, supporting preparation and conduct of customer facing meetings, assisting one or more Project Managers to facilitate project planning & execution (including monitoring and control of project performance), proposal / change order coordination, or a primary role in expediting functions in support of the shop floor / yard.

The Project Specialist’s role most often supports Project Management, Project Engineering, Supply Chain, and Quality Assurance in monitoring and controlling performance across many different aspects of the project and collaborating in making course corrections where necessary to meet project schedule, cost, quality, safety and corporate goals. The Project Specialist position is designed to be a first level PMT position, allowing for career progression to a Project Manager role after accumulating sufficient education, breadth / depth of experience, and demonstrated performance.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES :

  • Prepare, coordinate, review, monitor / report, and track documentation deliverables.
  • Develop customer facing meeting agendas / minutes and coordinate attendance for recurring and ad hoc project meetings. Prepare targeted meeting presentation content and edit various trackers live to suit meeting conduct and inputs from stakeholders.
  • Follow PMT processes and prepare associated work-products at the direction of Project or Program Managers (PMs).
  • Develop / update project metrics / scorecards on the periodicity required for project reviews and visibility reporting of project progress.
  • Assist with change order proposal development and coordinate estimation amongst functions.
  • Investigate exceptions / anomalies in project performance when requested by PMs and provide root cause and recommended corrective actions.
  • Elevate emergent risks and known problems to the applicable PM in a timely manner.
  • Maintain all electronic project files to include historical references, documents, etc., organizing logically according to the project’s established hierarchy.
  • Process Condition Found Reports (CFR) for subcontract changes coordinating efforts with the PMT, vendors, and other departments
  • Lead the coordination of smaller project initiatives or efforts, when assigned by a PM.
  • If assigned to the shop floor / yard to provide expediting services :

Attend all shop safety meetings / shift kick-off briefing

  • Work closely with fabrication and project personnel.
  • Gain a full understanding of project shop procedures and work instructions
  • Gain a full understanding of production control requirements and the project manufacturing, inspection, and test plans.
  • Exhibit clear understanding of all WIP and know what the next activities are and hold points for each workstation
  • Maintain clear status communications with Production, QA / QC, Projects, and Customer’s Inspector on the current state of each workstation and when next key activities are expected
  • Monitoring and facilitating notice for upcoming steps, such as customer hold point notifications
  • Looking ahead to identify the need for expediting of parts, paper, other needs that production may have, and expediting any / all parties to ensure that these items are made available to production ahead of their needs
  • Assists the Project Manager with onboarding, coaching, and technical guidance of less experienced Project Specialists
  • JOB SCOPE :

    The role operates within general parameters and standards and must use sound judgment and independent decision making when carrying out job responsibilities. As part of the PMT staff, the individual is held accountable for the profitable performance of the work performed. Failure to meet the expectations of the customer could result in significant loss of future business.

    INTERPERSONAL CONTACTS :

    This position maintains a variety of professional relationships and must be able to determine the appropriate level of communication and interaction for various situations. The ability to effectively influence decisions through respectful interactions with others both within the Project Management / Production teams and outside of these team is essential in this role. The highly collaborative nature of this role requires a high frequency of daily interaction within the PMT in order to provide the support necessary to plan and execute activities and achieve planned results. Candidate must have a relentless desire and ability to follow through and persist in developing and maintaining productive relationships, both internally and externally.

    KNOWLEDGE SKILLS AND ABILITIES :

  • Must be a well-organized, detail and customer (internal and external) oriented, self-starter, strong work ethic, prioritize duties and follow through tasks to completion as necessary; meet deadlines.
  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all department and employee levels and outside customers.
  • Proactive (constantly looking for ways to improve the project’s performance and head-off risks)
  • Possess the ability to investigate and analyze information and provide recommendations to project management team to improve performance on areas identified as problem areas and special requests as necessary.
  • Team mentality, anticipating the needs of other PMT and Production Team members
  • Ability to exercise sound judgment, work well independently, prioritize duties and follow tasks through to completion in a timely manner.
  • Ability to handle competing priorities and deadlines effectively, able to handle the pressure of constant interruptions and respond well to last minute, high priority, time and business sensitive projects.
  • Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications.
  • EDUCATION AND / OR EXPERIENCE :

  • High School Diploma or GED Certificate is required.
  • AA degree, BA / BS degree, or equivalent work experience is preferred.
  • Experience in the Marine Fabrication industry is preferred.
  • Minimum of two (2) years of experience in a relevant field. Relevant experience may encompass a working knowledge of various areas of Production / Construction, such as craft parameters, material requisitioning, purchasing, scheduling, quality control, and testing requirements, contract specifications, regulatory requirements, and / or receiving and warehousing. Ideally, the candidate should have experience working with craft personnel, engineers, craft supervisors, department managers, government inspectors / staff, and administrative procedures.
  • CERTIFICATES, LICENSES AND REGISTRATIONS : None required.

    PHYSICAL DEMANDS :

    Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shop / yard. The individual may be required to be in production areas. He / she / they must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights. The incumbent may be required to lift up to 20 pounds. Good finger, hand and wrist dexterity is required for extensive computer operations.  He / she / they may be required to work more than 8-hour shifts and weekend work. There may be local travel up to 5% of the time with notice.

    WORK ENVIRONMENT :
