Summary :

Responsible for providing best in class strategic sourcing and contracting strategies focused on delivering and optimizing negotiation, execution and monitoring of contracts to include products, services, and equipment for respective Supply Chain portfolios.

Leads and facilitates all aspects of strategic sourcing processes including developing and executing robust workplans and roadmap of opportunities, strategy building, contract development, negotiations, communications, documentation, and implementation necessary to achieve department financial goals.

Works closely with Value Analysis Director to develop service-specific sourcing and contracting strategy with a focus on reducing spending and developing savings and service solutions, improving terms and conditions, identifying new value propositions, maximizing delivered value and operational efficiencies through standardization, review of new vendors and technology.

Achieves a higher level of customer satisfaction by becoming a trusted adviser.

Responsibilities :

Reviews existing contracts and identifies new savings opportunity by product and service category and vendor. Coordinates business reviews with vendors to monitor contract performance and identify future opportunities.

Maximizes contracts with the Group Purchasing Organization (GPO) to be financially and clinically advantageous. Maintains savings and spend data for assigned service line and is responsible for completion of Savings Tracker Worksheet (STW).

Establishes vendor relationships to better negotiate contract pricing to align with national benchmarking. Communicates and collaborates, independently and directly, with business units and vendors, to support contract negotiations and contract terms.

Develops and leads Request for Proposals (RFP) process for identified opportunities in related service line, to include working with suppliers on specific terms, conditions, and pricing to achieve market relevant value.

Supports designated Service Line Committees and provides collaboration on new opportunities. Serves as a subject matter expert and routinely communicates with the buyer group to increase contracting and purchasing efficiencies.

Serves as a Supply Chain Management liaison between different departments to gather, validate, track, and document necessary components of contract reviews.

Exercises independent judgment and discretion in the implementation and oversight of the contract review process. Applies expertise to resolve novel and complex contractual issues.

Works collaboratively with attorneys regarding contract negotiation and drafting. Drafts and reviews contracts and contract templates.

Proactively looks for new opportunities to improve the development of contracts or renewal cycle of existing contracts for the Memorial Healthcare System (MHS).

Responsible for maintenance of contract files and continuous improvement of the contract renewal cycle. Identifies and recommends contracting process improvements to standardize performance indicators, promote risk mitigation, and improve cost containment.

Provides supporting analytics for contract strategy for key stakeholders. Collaborates with Supply Chain Business Intelligence Analyst to validate data, ensure adherence to policies and contract management tools.

Monitors all system rebates in adherence to contract terms.

Education and Certification Requirements :

Bachelors (Required)

Additional Job Information :

Complexity of Work : Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.

Must be able to work in a stressful environment and take appropriate action. Proficient in Microsoft Office Suite, especially MS Excel.

Knowledge of standard purchasing procedures and practices. Strong analytical and project management skills. Strong analytic acumen for vendor performance assessment such as quality, cost, reliability and financial performance.

Excellent communication / presentation skills, both written and verbal. Excellent interpersonal and negotiating skills. Must be able to work in team setting.

Required Work Experience : Minimum of three (3) years of Supply Chain, healthcare or related experience with a Bachelor's degree.

Or, Associate’s degree plus five (5) years of experience in Supply Chain, healthcare, or related experience. Experience with contract process.
