Senior Engineer (Civil) - Security Clearance Required

Overview

Significant high-level analytical / operational experience performing program / project implementation which may have included : scheduling, cost estimating, constructability studies, dispute resolution, and claims analysis.

Evidence of progressive career development and demonstrated expertise in construction management, project management, engineering design or related field.

Experienced in the supervision of mid-sized groups.

Candidates must have a current Top Secret clearance and a Full-Scope Polygraph.

Responsibilities

  • Provide engineering review, coordination, and oversight of operations and maintenance, repair, and construction work
  • Oversee and coordinate activities with the trade shops, including prioritization of work, review of ongoing projects, and inspection of installed equipment
  • Oversee and coordinate work orders, service orders, and projects
  • Develop cost estimates, documents, and reports
  • Coordinate energy program and analyzing utility costs
  • Provide afterhours engineering services in the event of an emergency
  • Manage project design and / or construction efforts, to include schedule, funding, and day-to-day project oversight
  • Manage and evaluate construction contractor performance
  • Integrate and coordinate projects with field personnel
  • Evaluate, validate, and manage project change requests
  • Provide official weekly project status reports
  • Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders
  • Assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration
  • Assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR
  • Provide invoice supporting information to the COTR for payment
  • Prepare and monitor project schedules and budgets; provide technical guidance and assistance on contracting and construction-related issues;

direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on maintenance programs

  • Optimize performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements
  • Conduct design reviews with the customer
  • Ensure timely input of all data, comments, and documentation into MAXIMO software project management tool. This requirement applies to all projects, work orders, and tasks across the project lifecycle.
  • Ensure integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbing
  • Prepare Contractor Performance Report (CPR) upon contract closeout

Qualifications

  • Education / Certifications :
  • Bachelor’s degree in Civil Engineering
  • Experience :
  • Twelve (12) years' of experience in civil engineering
  • Five (5) years' of specialized experience in the assigned field (e.g. high voltage power, mechanical systems, fire protection, construction, etc.)
  • Professional Engineer (PE) Registration desired Minimum five (5) years’ experience in physical security, including three (3) years’ experience in construction security of USG or commercial facilities
  • Minimum three (3) years of experience applying This requirement is classified and is available on the high side. Please work with your company’s designated POC to obtain this information.
  • Working Environment :
  • U.S. citizenship is required
  • Work in an operationally sensitive environment
  • Work outdoors, in confined space, irregular schedule, working off-shift / rotating schedule, operation of motor vehicles, work in a noisy environment, work under unusual lighting conditions, work near sources of ionizing radiation, work near sources of non-ionizing radiation, headgear or head protection, safety glasses or eye protection, hearing protection, gloves or hand protection, safety shoes or protective foot gear
  • Operate standard office equipment, such as a computer, copy machine and printer
  • Function in an office environment in a stationary position approximately 50 percent of the time or more
  • Work well in team environments including demonstrate the ability to function independently with minimal supervision
  • May be required to successfully complete a thorough medical and psychological exam, a polygraph interview, and an extensive background investigation
  • May be required to undergo successful occupational testing to include an aptitude test, writing test, personality inventory, and interview.
