HJF is seeking a Proposal Manager who under the general direction of the Director of Investigator Initiatives, serves as a proposal manager in support of HJF-identified competitively awarded opportunities (including contracts and cooperative and assistance agreements) offered by the Department of Defense (DoD) and other federal agencies and civilian organizations in furtherance of military research related objectives.
This is the first of two levels in a Proposal Manager series.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine.
We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.
Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.
HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
Responsibilities
- Work independently and responsible for a large complex research portfolio to include international and domestic proposals by reviewing and revising complex grant, cooperative agreement, contract, and all other types of funding mechanism applications through submission to federal and private donors and sponsors.
- Complete complex proposal budgets for HJF and military treatment facilities.
- Develop proposal kick-off documents and conduct kick-off meetings with researchers and program managers to discuss proposal applications, deadlines, sponsor terms and conditions and advice on budget structures, address any researchers' concerns and plan milestone deadlines to ensure quality proposals are ready, with all necessary components completed, for on time submissions.
- Negotiate proposal awards and conduct hand-off meetings with post-award teams ensuring seamless award transfer and set-up.
- Manage proposal databases to ensure accuracy of work-flow management, financial reports and ads.
- Provide proposal development training for all researchers and program managers (as applicable) on proposal submissions, budget development, system usage and department Standard Operating Procedures and processes.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications
Education and Experience
- Bachelor's Degree in Journalism, Business Administration or a similar field required.
- Minimum 6-8 years experience required.
- Experience with Federal procurement and proposal development can offset education requirements.
Required Knowledge, Skills and Abilities
- Understanding of federal government procurement, solicitation processes, and compliant proposal production.
- Excellent communication and organizational skills and ability to manage multiple simultaneous proposal efforts.
- Direct proposal experience is a must. Post-award experience strongly preferred.
- Strong financial and cost proposal / budget development experience.
- Knowledge of Uniformed Guidance (UG) and similar sponsored proposals (e.g., NIH, DoD, etc.).
- Familiar with Adobe PDF and MS Office.
- Excellent time management and presentation skills.
Physical Capabilities
Seating for long periods of time at a desk, working on a computer.
Work Environment
This position will take place primarily in an office setting.
