The position is located in Glendale, AZ.

Position Summary :

Under general supervision, conducts comprehensive background investigations on all potential and current employees, principal owners, current vendors and contractors working for the Nation's gaming enterprises.

Ensures compliance with Tribal-State Compact and Appendices Gaming Ordinance, Regulations, and Minimum Internal Control Standards (MICS) of the Tohono O'odham Nation, the Indian Gaming Regulatory Act (IGRA) and the National Indian Gaming Commission (NIGC).

The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards;

major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor.

Essential Duties and Responsibilities :

  • Interviews applicants, employees, vendors, neighbors, friends, relatives, and makes contact with financial institutions, credit bureaus, private investigative agencies and other sources during a background investigation to obtain current data on applicants applying for gaming licenses.
  • Records data, including character references, financial status, personal, criminal and employment histories; maintains data in confidential electronic and hard files.
  • Reports findings to the party under investigation for confirmation or denial of information or data when necessary.
  • Reports criminal information to appropriate law enforcement agencies; may testify in court as required by lawful authority.
  • Conducts criminal background checks with law enforcement departments.
  • Prepares detailed, professional, written reports of investigative findings and substantiated recommendations for approval / denial or suspension of gaming licenses.
  • Ensures applicants, vendors, contractors, and other required parties are informed of the gaming compact and ordinance requirements.
  • Manages and prioritizes caseload to ensure timely and accurate completion of background investigations.
  • Reviews files to ensure all investigative requirements have been met. Conducts follow-up as needed.
  • Obtains criminal / civil information by utilizing various court data bases; may be required to fingerprint applicants and create employee badges as needed.
  • Submits fingerprints and request results through NIGC.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities :

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of gaming license requirements of the Gaming Ordinance and the Tribal-State Compact.
  • Knowledge of Freedom of Information Act, Privacy Act, Fair Credit and Reporting Act, and other applicable federal, state, and tribal laws.
  • Knowledge interview and investigative techniques and practices.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in creating and maintaining investigative reports in accordance with confidentiality requirements.
  • Skill in communicating effectively both verbally and in writing.
  • Skill in prioritizing, handling multiple tasks, and meeting deadlines.
  • Skill in operating automated fingerprint systems and automated records management systems.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to write reports and correspondence.
  • Ability to conduct interviews and assess and record information gained through interviews and investigations.
  • Ability to research, record and analyze data.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to maintain privileged confidential information.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules including nights, weekends and holidays.

Minimum Qualifications :

Associate's Degree in Business Administration, Criminal Justice or closely related field and four years' work experience in gaming or investigations;

or equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.

Licenses, Certifications, Special Requirements :

  • Must be certified by the Arizona Department of Gaming and / or Licensed by the Tohono O'odham Nation before hire.
  • Must demonstrate seventy percent proficiency in grammar, spelling and math.
  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
