ASSISTANT DIRECTOR, BEHAVIORAL HEALTH POLICY (PROGRAM MANAGER IV)

LOCATION OF POSITION : MDH, Maryland Community Health Resources Commission, Annapolis, MD

Main Purpose of Job : This position serves as Assistant Director for Behavioral Health Policy for the Consortium on Coordinated Community Supports, a new 25-member agency established in the Blueprint for Maryland’s Future to create a statewide framework for comprehensive behavioral health services for all students, K-12.

The Maryland General Assembly has provided significant resources for the Consortium, which is funded at $130 million in FY 2026.

The Consortium is staffed by the CHRC. The Assistant Director for Behavioral Health Policy will assist in developing and evaluating program goals, standards, and controls to meet Consortium objectives.

In addition, the Assistant Director will develop short- and long-term plans for program operations and resources. The Assistant Director will assist in the development of performance measures for all Consortium grantees and other data collection systems to demonstrate the impact of the Consortium and the programs and activities that it funds.

The Assistant Director will prepare reports that communicate the impact of Consortium-funded grants and other activities.

The Assistant Director will also assist in the preparation of legislative and regulatory reports required of the Consortium, including reports to the Maryland General Assembly, Governor’s Office, and Accountability and Implementation Board.

Finally, the Assistant Director will represent the Consortium in a liaison capacity with managers and officials of other state and local agencies and will promote awareness of the Consortium with interested groups and stakeholders.

The position is eligible for hybrid telework.

MINIMUM QUALIFICATIONS : Qualified candidates must possess a bachelor's degree from an accredited college or university in business administration, public administration, human services administration, health, education, behavioral health or other human services related degrees and at least two years of experience analyzing data, preparing reports, and a strong writing background.

A Master's degree is preferred.

DESIRED OR PREFERRED QUALIFICATIONS : Desired qualifications include, but are not limited to :

  • Demonstrated communications and research skills, producing high-level reports for external audiences.
  • Knowledge of behavioral health care delivery.
  • Ability to think critically and communicate clearly.
  • Ability to effectively communicate information to a variety of audiences.
