The following are the duties of this position at the full working level.

Provides advice and feedback to the Director or other supervisor / manager on critical, sensitive, or confidential matters.

Consults with senior management within the organization, and with staff analysts at higher levels within the agency on critical organizational, management issues, and / or labor management relations affecting operating programs.

Exercises authority to represent and make commitments involving program operations and the administrative management of the organization on behalf of the Director or other supervisor / manager.

Serves as a management expert on major corporate or large-scale studies, projects, or team efforts including other subject-matter specialists.

Participates in corporate systems design and implementation strategies.

Plans, organizes, and / or leads all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas.

Projects and studies involve providing technical expertise, directing the analysis and evaluation of plans and proposals of projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new / revised policy.

Assesses impact of new or modified program requirements. Prepares long range forecasts of developments relevant to areas of expertise.

Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls.

Develops innovative solutions, documents findings and conclusions, and makes presentations.

Additional Duties two positions for Project Office :

Conduct research of internal and external sources and use findings to provide direct results. Experience with reporting (i.

e., financial reporting, fact-finding and analytical techniques) to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing.

  • Uses logic, analysis, synthesis, creativity, judgment, and systematic approaches to gather, evaluate, and use multiple sources of information to effectively inform decisions and outcomes.
  • Maintain organization and focus while managing several projects simultaneously in a dynamic and evolving work environment.
  • Lead or assist with the development of business process improvements by analyzing customer needs, goals, problems, and questions.
  • Derive innovative findings from multiple data sources and then effectively communicate complex concepts that foster understanding for enhanced decision-making for multiple customers and stakeholders using Microsoft Office or equivalent software programs (examples include SharePoint, Excel, PowerPoint and Word) and various data management tools.
  • Serve as back up to COR on Criminal Investigation contracts managed by the Office of Strategy.

Additional Duties one position for Workforce Development :

  • Acts as a lead training developer and delivery facilitator for investigative professional staff.
  • Develops and maintains a training and resource SharePoint Site for investigative professional staff.
  • Develops and maintains forward facing SharePoint page for Professional Staff Advocates.
  • Collaborate with leadership to deliver pertinent and timely communication in support of professional staff.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month / year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement :

SPECIALIZED EXPERIENCE : GS-13 LEVEL : You must have at least one year (1) of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative;

management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them.

Experience with project management to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies and other similar factors affecting operations.

MEET TIME IN GRADE (TIG) REQUIREMENT : You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.

Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT : By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
