JOB SUMMARY
Under general supervision,provide project management leadership to successfully deliver departmental andenterprise-wide programs and projects through the full project lifecycle.
Providesoverall project management of technology related projects for variouscity / customer departments. Responsibilities include assisting with theevaluation and selection of appropriate technology solutions, acting as theliaison between the customer department and the hardware / software vendor, andmanaging the coordination and scheduling of IT and department resources toimplement the selected solution.
ESSENTIAL JOB FUNCTIONS :
Lead and manage complex, large-scale IT projects and programs from inception to completion, ensuring adherence to project scope, schedule, and budget.
Develop and maintain comprehensive project plans, including timelines, milestones, and resource allocation. Facilitate project meetings, including kick-off meetings, status updates, and post-mortems / lessons learned.
Prepare and present project reports, presentations, and other communications to stakeholders and IT leadership.
Collaborate with stakeholders across different city departments to understand project requirements and objectives. This may include overseeing the development of functional and technical requirements.
Develop a comprehensive understanding of customer / department processes and workflows, to better manage the selection and implementation of technology solutions based on customer needs.
Manage the procurement process by partnering with Finance / Purchasing and the project team, to secure vendor provided professional / consulting services, hardware, and software solutions.
Familiarity with contract and statement of work negotiations, RFP / RFI / Sole source, and other procurement processes.
- Monitor project progress and performance, providing regular updates to stakeholders and IT management. Identify and mitigate project risks and issues, implementing effective risk management strategies.
- Ensure project deliverables meet quality standards and comply with relevant regulations and best practices.
- Implement and adapt project management methodologies, such as Agile, Scrum, or Waterfall, as appropriate for each project.
OTHER JOB FUNCTIONS :
- Contribute to the continuous process improvement of the IT PMO and overall organizational project management maturity.
- Serve as an effective representative and liaison between the IT department and other City departments.
- Manage the project change control process and obtain stakeholder sign-offs.
- Create and update project and technical documentation.
- Serve as administrator of the project portfolio management (PPM) software tool, PPM Pro. This may include making approved configuration, permission, reporting, and other system changes.
MINIMUM QUALIFICATIONS :
Knowledge, Skills and Abilities Required :
- Knowledge of the principles and techniques of project management.
- Knowledge of computer hardware, software, and the use of systems.
- Knowledge of the principles and practices of budget administration.
- Knowledge of government (public sector) and / or corporate (private sector) procurement / purchasing methods and procedures.
- Knowledge of the methods of research, project analysis and report preparation.
- Knowledge of English usage, spelling, grammar, and punctuation.
- Knowledge of Marketing concepts to promote technology initiatives.
- Knowledge of Customer Service concepts and practices.
- Knowledge of IT governance frameworks and regulatory requirements is a plus.
- Skills in management, supervision, planning, project management, communication, and interpersonal interactions.
- Skills in project management methodologies, including Agile, Scrum, and Waterfall.
- Skills in excellent communication, leadership, and interpersonal skills.
- Skills and proficiency in project management tools and software, such as PPM Pro, Microsoft Project, etc.

- Ability to communicate effectively with non-technical clients / customers, the public and other City employees by oral and written means.
- Ability and proven experience coordinating and managing all aspects of medium to large-scale IT projects in a complex environment, preferably within the public sector.
- Ability to select and implement Vendor-based software solutions.
- Ability to plan, organize and monitor contract resources’ work assignments to accomplish objectives.
- Ability to effectively manage multiple projects simultaneously while maintaining attention to detail.
- Ability to collaborate with cross-functional teams and build strong relationships with stakeholders.
- Ability to operate a variety of office equipment including, but not limited to PCs and printers.
- Ability to perform a variety of physical skills including, but not limited to filing, holding, PC, seeing, sitting, typing and writing.
Qualifying Education and Experience :
- Bachelor's Degree in Computer Science, Information Technology, Business Administration / Management, Mathematics, or related field,
- Four (4) years of experience in managing large technology projects and ongoing enterprise application support,
- Or a combination of equivalent education and experience.
- Must have or obtain Project Management Professional (PMP) certification from Project Management Institute within twelve (12) months of employment and maintain throughout duration of employment.
