Job Description

Provide financial management support to the Chief Financial Officer and other laboratory business leaders, program managers, project managers, and other NREL staff.

Work within a dynamic Chief Financial Officer (CFO) organization closely collaborating with other financial analysts and managers in other groups to solve complex financial planning, programming, budgeting, and execution tasks, as well as improve institutional processes.

Budget Formulation and Planning :

  • Support the annual NREL financial planning process by assisting NREL program, project and / or center leaders with the formulation of financial estimates and impacts, and the development of the annual indirect cost rate proposal.
  • Provide support to business leaders to formulate budget requirements and assess affordability.
  • Review and approve new proposals and prepare the corresponding cash flow analysis for DOE Funding Opportunity Announcements (FOAs) and Strategic Partnership Projects
  • Monitor and evaluate reasonableness and accuracy of financial plans and coordinate needed updates.
  • Identify risks, issues and needed actions to leaders.

Funds Allocations and Analysis :

  • Coordinate the allocation of funding or budgets with applicable business leaders.
  • Perform cash flow analysis to determine funding needs for successful project execution.

Project / Budget Execution :

  • Develop monthly financial performance reports for assigned programs, projects, and centers.
  • Perform plan to actual variance analyses and discuss issues and necessary actions with applicable leaders.
  • Communicate financial planning requirements and deadlines to all customers.

Finance Policies and Procedures :

  • Provide financial guidance to assigned programs, projects and centers including assessments on the allowability of cost in accordance with Cost Accounting Standards, FAR Part 31, DOE Prime Contract terms, and the agreed scope of work.
  • Support Laboratory policies, laws, and regulations by assisting program, project and center staff in their understanding of financial management responsibilities.

Financial Administration :

  • Maintain updates to cost breakdown structures using the Oracle Project Accounting system.
  • Create, support, monitor, and update various time-phased budget plans.
  • Assist the assigned Center / Office directors, task leaders, and service center managers with financial management, budget development and formulation, budget execution, proposal pricing, budget monitoring and understanding cost reports.
  • Execute and / or approve expense transfer or funding-related transactions in Oracle EBS.
  • Monitor, track and analyze components of the Lab's overhead rate structure.
  • Identify creative solutions for effective cost recovery that are compliant with Cost Accounting Standards
  • Other finance related duties

Basic Qualifications

Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education / experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education / experience.

Or, relevant PhD and 4 or more years of experience or equivalent relevant education / experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education / experience.

Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards.

Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field.

Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

Must meet educational requirements prior to employment start date.

Additional Required Qualifications

  • Knowledge of financial principles, theories, and concepts. General knowledge of other related disciplines.
  • General knowledge of laws, regulations, principles, procedures, and practices related to finance.
  • Strong leadership, critical thinking, project management, communication, and problem-solving skills.
  • Ability to use various computer software programs. Strong Microsoft Excel skills.
  • Understanding of relational database / data warehouse query / retrieval skills.

Eligibility requirements : This position will require access to Controlled Unclassified Information / / No foreign dissemination (CUI / / NOFORN) and only applicants that are US Citizens at the time of application will be considered in accordance with DOE O 471.

Preferred Qualifications

  • Prior government contractor experience.
  • Prior experience with the development of overhead rates or cost recovery structures.
  • Working knowledge of Hyperion / Essbase, Oracle Projects, Microsoft Power BI, and Oracle Business Intelligence.
  • Intermediate understanding of cost allocations, indirect rates, Cost Accounting Standards, and the Department of Energy budgetary process.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile : Professional IV / Annual Salary Range : $79,600 - $143,300

Job Profile : Professional III / Annual Salary Range : $73,200 - $120,800

NREL takes into consideration a candidate's education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.

In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee's salary history will not be used in compensation decisions.
