The City and County of San Francisco’s Office of Contract Administration (OCA), also known as the Purchasing Division, oversees a diverse portfolio of over $2 billion in procurements and contracts for commodities and services annually.

These procurements and contracts are essential to ensuring that the City can operate effectively to meet the critical needs of San Francisco residents.

Under direction from the City Purchaser and Assistant Director of Purchasing, the Procurement Supervisor plays a significant role and is responsible for planning, coordinating, supervising and reviewing the work of procurement professionals.

What you will typically be responsible for :

  • Project Management :
  • Oversees competitive procurement processes from inception to award to post award administration. Ensures timely execution of each phase of the procurement process.
  • Plans, assigns, directs, reviews the work of subordinates.
  • Closely manages relationships with City departments, managers, vendors, and / or contractors to ensure the successful completion of projects, compliance with contracts, and the efficient coordination of resources and services.
  • Purchasing and Contracting :
  • Designs purchasing strategies for complicated procurement needs. Develops solicitations that will provide the best quality, cost, and service for the City and County of San Francisco.
  • Drafts complex multi-part contract proposals and makes recommendations to the Director and Assistant Director of Purchasing.
  • Works closely with the City Attorney General Counsel's staff on complex negotiations, actions required to resolve protests, and the interpretation and implementation of legal aspects of procurement.
  • Serves as a subject-matter-expert on City procurement processes to guide City departments and purchasing staff through their procurement processes.
  • Policy Development :
  • Assists in the development of citywide procurement rules and regulations.
  • Prepares and analyzes various data and makes recommendations on areas for improvement.

We are looking for someone who :

  • Possesses significant experience in contract drafting, negotiations, and execution , ensuring legal compliance, clarity of terms, and mutually beneficial outcomes for all parties involved.
  • Has experience with procurement such as issuing solicitations, selecting vendors, drafting scopes of works, negotiating terms and conditions, and developing complex contracts.
  • Demonstrates project management and people management skills by which to prioritize, monitor and ensure progress of a high volume of projects and contracts.
  • Possesses analytical skills by which to understand, interpret and apply laws, regulations and policies and to structure solicitations based on complex data.
  • Possesses excellent written and verbal communication skills.
  • Is flexible and adaptable.

Nature of Work :

Must be willing to work a 40-hour per week schedule.

Possession of a baccalaureate degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional level analytical work.

Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution :

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Thirty (30) semester units or forty-five (45) quarter units equal one year.

This typically includes an oral interview and / or a written or performance exercise.

If this becomes necessary, only those applicants whose qualifications most closely meet the Department needs will be invited to continue in the selection process.
