We are expanding our Environmental Division and are looking to fill a senior position to manage the Regulatory Permitting and Compliance functions.

This position involves managing projects with an emphasis in wetland ecology and regulatory permitting, including guiding permitting and mitigation strategies for a range of project types, and providing oversight for preparation of aquatic resources delineations and associated permits.

Duties include overseeing field surveys to assess the jurisdictional status of observed resources, discussing preliminary results with subject matter experts, communicating findings with resource agencies and stakeholders.

The successful candidate will also have a working knowledge of jurisdictional delineation regulations, policies, procedures, and guidance for surface water resources regulated by the U.

S. Army Corps of Engineers, Regional Water Quality Control Board, and California Department of Fish and Wildlife. The candidate should have experience preparing 401, 404, and 1600 permit applications, submitting applications, and coordinating project information requests with agencies.

Experience leading biological studies, including federal and state Endangered Species Act consultations and permitting, is also desirable.

This is a regular, full-time position based out of our San Diego office eligible for a hybrid work schedule.

Duties and Responsibilities

  • Managing public, private, and / or federal projects with biological requirements, including those involving the preparation of aquatic resources delineation reports and 401, 404, and 1600 permit applications.
  • Leading federal and state Endangered Species Act consultations and permitting.
  • Representing clients in meetings and phone calls with regulatory permitting agencies.
  • May lead multidisciplinary teams, including environmental planners, biologists, GIS specialists, and other technical experts, with a focus on biological studies and permit processing.
  • Developing and negotiating mitigation strategies.
  • Overseeing regulatory compliance during project implementation, including tracking permit conditions.
  • Preparing proposals and related marketing support.
  • Other duties as assigned.

Knowledge & Requirements

  • Master’s degree in biology, environmental science, or related environmental technical discipline plus 8 years of experience or bachelor’s degree with 12 years of relevant experience.
  • Minimum of 5 years of experience with the requisite skills and experience to manage projects involving aquatic resources delineations and permits.
  • Excellent communication, presentation, organizational and interpersonal skills. Strong time-management skills with the ability to manage multiple projects and meet deadlines and produce a high volume of accurate work.
  • Demonstrated ability in managing projects on schedule and within budget.
  • Ability to manage priorities, meet deadlines, and multitask, as well as be able to work in a team environment with a variety of project members.
  • Must possess a valid California driver’s license.

Desired Qualifications

  • Strong client and agency relationships.
  • Experience overseeing regulatory compliance, including tracking permit conditions during the post-entitlement process.
  • Experience leading biological studies, including federal and state Endangered Species Act consultations and permitting.
  • Ability to conduct fieldwork, with experience evaluating hydrophytic vegetation, hydric soils, and hydrologic indicators, ordinary high water mark indicators in the Arid West, and problematic wetland situations to a high technical standard.

$50.00 - $67.00 Hourly (Hybrid)
