The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.

SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The Population Health Division (PHD) provides core public health services for the City and County of San Francisco : health protection, health promotion, disease and injury prevention, and disaster preparedness and response.

Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class for the duration of the eligible list.

Job Description

The 2589 Health Program Coordinator I is the entry level class of the series engaged in planning and evaluating a community health program, and may work under the supervision of a health team leader.

This role supervises, coordinates and instructs in any phase of the community services of a public health or community mental health program, such as program planning, evaluation, community relations, etc.

Essential duties include :

1. Supervises activities of professional and para-professional workers in assigned programs; may assist Health Program Coordinator II in training and evaluating Health Workers.

2. Arranges meetings with local community groups, such as churches, schools, and business organizations to inform them of the range of health programs, provide technical assistance, and interpret and understand program goals and activities.

3. Coordinates activities of Drop-In Centers and supervises the establishment of new units; meets with executive level representatives of the local community and professional and social agencies to inform them of the various health programs and coordinates efforts of such agencies as they relate to existing health programs.

4. Assists in planning and execution of routine programs and operations including preparation of objectives and means to achieve program proposals, research preparation and other regular reports as required;

may administer and coordinate contracts, grants and other funding to support assigned programs.

5. Establishes and maintains liaison with federal, state, and local agencies, community based organizations, and other City departments.

The 2589 Health Program Coordinator I may perform other duties as assigned / required.

Qualifications

MINIMUM QUALIFICATIONS

Education : Possession of a baccalaureate degree from an accredited college or university. AND

Experience : One (1) year of professional level administrative or management experience with primary responsibility for overseeing, monitoring, and / or coordinating a program providing health and / or human services.

Substitution : Additional qualifying experience as indicated above beyond the required may substitute for the educational requirement on a year for year basis.

Thirty (30) semester or forty-five (45) quarter units equal one year.

Note : Clerical, recordkeeping, scheduling, case management, class instruction / training, health education and direct client service experience is not qualifying experience.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Written Examination (Weight : 100%)

Candidates who meet the minimum qualifications will be invited to participate in a written multiple-choice examination designed to measure their relative knowledge, skills and abilities in job-related areas.

The multiple-choice examination component may include, but is not limited to :

  • knowledge oflocal, state and federal laws and regulations;principles and current applications of health management;program planning, development and evaluation techniques;
  • treatment modalities and approaches;
  • ability to utilize computer systems for data collection;
  • interpersonal ability;
  • supervisory ability; and
  • written communications ability.

Qualified applicants for both the 2589 and 2591 classes will complete a single examination.

Candidates must achieve a passing score on the written examination in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Candidate scores on this exam may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification

The certification rule for the eligible list resulting from this examination will be the Rule of The List .
