The Director, Business Development oversees the identification, collection, review, and response to business opportunities from all sources.
The Director is responsible for leading an ongoing process to cause the business development (BD) team to evaluate opportunities and either proceed toward proposal or remove the opportunities from consideration.
The Director leads corporate-level efforts to develop and identify opportunities and to continually expand available opportunities and increase the company's competitiveness for opportunities chosen to pursue.
Additionally, the Director actively expands Qi2's partner network to increase available opportunities and team competitiveness when proposing.
As the BD Team approves opportunities for further consideration, the Director coordinates and conducts research, gathers information, recommends solution strategies and teaming, and generally acts to improve the company's probability of winning (PWin) a given opportunity.
As a decision is made to propose for a given opportunity, the Director engages the Proposal Manager and assists as necessary to ensure a competitive, compliant proposal.
The Proposal Manager may be in-house, contracted, or as part of a larger capture and proposal effort including multiple partners.
The Director is responsible for creating and maintaining all business development-related procedures and management policies that are incorporated into our ISO / CMMI Integrated Management System.
We follow a process based on the Shipley method, tailored to our needs and requirements. We do not desire a rigid application of Shipley.
While we consider Shipley and related training of value, we do not consider Shipley certifications value-added for this position.
Qi2's largest line of business is soldier and family programs, and the Army is our largest customer. We also support several technical and functional service desks as well as acquisition support and medical case management.
Our other customers include GSA, SSA, and others.
This is a senior-level position intended to allow the individual to grow with the company while demonstrating their ability to produce results.
The Director will provide day-to-day direction for the BD Assistant who is currently accomplishing a portion of these duties.
On a day-to-day basis, the Director works directly with the BD Team, which includes the Directors and the President / CEO.
The Director is intended to function with limited guidance and direction from the President / CEO but has daily access to same and current / past Director's have communicated frequently with the President / CEO and the rest of the BD Team.
Experience may be substituted for education. Compensation will be commensurate with relevant experience and abilities and will include salary, benefits, and bonus.
The position and compensation can be structured in the most mutually beneficial way and could include full / part-time, contract, or other.
The location for this position is open / remote. If the applicant is in the Austin, TX area and so desires, offices are available for on-site work.
Requirements
- 5 years' experience in a federal contracting environment either in a commercial company or a government acquisition corps / workforce or support contractor in a government IDIQ office
- At least 3 years working directly in an organization that manages at least two IDIQs and / or schedules
- Associate's degree
- Experience with Army or other DoD service programs related to Qi2's lines of business described above
- Proven BD success with an existing network that adds value to Qi2's current capabilities
- Journeyman level ability with the common business development tools : GSA eBuy, SharePoint, SAM, FedConnect, FPDS, etc.
Preferred
- Veteran, Service Member Spouse, HUBZone resident, Veteran Spouse (In that order)
- 5 years working in a commercial federal contract operation that manages multiple IDIQs and Schedules
- Bachelor's degree
- 5 years or more experience with Army soldier and family programs or closely related programs of another service
- Proven BD success leading capture, solutioning, and proposal
- Journeyman level ability with Army PEO-EIS / HRS portal
