Mission Statement :

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties :

Interact with FBI program and project managers and use state-of-the-art analytic and information engineering techniques to conduct a functional analysis of the mission area, applications, systems, data, and interrelationships.

Convey strategic direction, and advise of needed changes / additions / deletions to the systems plans to reflect current strategic direction.

Perform design, development, testing and evaluation of software applications for the FBI's nascent knowledge management systems.

Serve as a leader of software developers on problems of diverse scope and execute complex development assignments including design of the conceptual approach, coding and debugging.

Responsible for entire components taking into consideration business and long range technical issues in addition to specific development issues.

  • Identify opportunities to improve performance of existing applications / processes and implement
  • Utilize and implement FBI databases as needed in order to develop and / or maintain tools (i.e. enterprise data pipeline, FBI data systems, etc)
  • Ability to create performant, intuitive, and effective applications and tools in a variety of languages and frameworks (i.

e. Java, Python, C#, Vue, Transcript, etc.)

  • Collaborate closely with other developers to understand requirements, to design and deliver solutions using various technologies, while taking into account critical performance characteristics, security measures and customer requirements.
  • Work closely with users to understand their needs. Enterprise application integration, deduplication of existing efforts, software component reuse is critical to success
  • Meet with managers, vendors, and others to solicit cooperation and resolve problems
  • Manage the complete software development process from conception to deployment. Maintain and upgrade software following deployment
  • Review and document software failures and take or recommend corrective action to management
  • Design and develop front-end and back-end components of web applications.
  • Identify potential computer application and networking areas.
  • Monitor the performance of computer networks

BASIC REQUIREMENTS : All applicants must have a bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in combination of mathematics, statistics, AND computer science (15 of the 30 semester hours MUST have been in any combination of statistics and mathematics that included differential and integral calculus).

Courses designed to provide an introduction to computer science techniques and methodologies are acceptable; courses in teaching elementary, business or shop mathematics are NOT acceptable.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE) :

GS-14 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows :

  • Mentor lower level employees
  • Research and identify training to address emerging threats
  • Built virtual computing environments and isolated analysis networks
  • Perform testing and application of technical / analytical innovations and new information processing models
  • Use programming and system implementation techniques in regard to programming technology, data structure and transformations, module relationships, debugging / structured testing methodologies, and program organization to provide assistance in analysis and implementation of complex computer systems
  • Perform programming, code refactoring, systems operations, and / or design and perform code reviews
  • Plan, implement, manage program operations, and ensure compliance with pertinent regulatory guidance of police and security practices
  • Utilize technologies, policies, and procedures applicable to the protection or personnel and facilities.
  • Analyze current policies and procedures, make recommendations, and implement new and innovative security initiatives and methods
  • Conduct briefing to advise top level personnel and subject-matter mangers on new developments and advances.
  • Possess knowledge of computer programming, quality assurance, security, cloud architecture, and audit to solve specific problems that may be encountered in system integration / architectural design

In addition to the above :

GS-15 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS-14 grade level. SE is defined as follows :

  • Experience coordinating, integrating, and designing / developing the overall automated architecture to ensure effective communication and fusion of mission area objectives.
  • Possess knowledge of state-of-the-art development techniques, such as functional-decomposition, structured design, cloud infrastructure, and structured programming high-level languages.
  • Possess knowledge of computer programming, quality assurance, security, cloud architecture, and audit to solve specific problems that may be encountered in system integration / architectural design.

Desired Skills

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are :

  • Knowledge of machine learning frameworks such as TensorFlow, Pytorch, or others.
  • Understanding of machine learning concepts, model evaluation strategies, and lifecycle (feature generation, model training, model development, bath and real time scoring) and engineering considerations.
  • Knowledge of UI / UX and basic prototype design
  • Experience with Agile development and multi-team agile approaches like Scrum
