Lead external audits and the preparation of GAAP financial statements and related reports. Recommend policy updates and plan the adoption of accounting standards.
Support the mission of the National Academies to help shape evidence-based policies, inform public opinion, and advance the pursuit of science, engineering, and medicine.
Has primary responsibility for one or more specialized functions that are assigned to the Controller. Requiring advanced knowledge, incumbent performs work primarily intellectual and analytical in character.
Establishes processes and procedures to ensure the effective and efficient operation of a complex function. Has authority to take whatever action deemed advisable or necessary, subject only to organizational and departmental policies and rules.
Provides innovative solutions to complex problems that impact program's or project's success. Serves a resources to others.
Must directly manage exempt level employees. May manage nonexempt employees directly or through supervisors / leads. Job Description : Essential Job Duties
Audit . Lead interim and year-end financial statement, Uniform Guidance, and benefit plan audits. Support DCAA and other audits as needed.
Provide accurate and timely information to external auditors. Perform research and analysis. Supervise the preparation of audit schedules, audit samples, memos, and other required documentation.
- Reporting . Lead the preparation of financial statements, including footnotes and schedules, in accordance with generally accepted accounting principles (GAAP);
- the Schedule of Expenditures under Federal Awards (SEFA); the annual Treasurer's Report; special purpose financial statements for benefit plans and bond covenant compliance;
and census, management, and ad hoc reports as required.
Tax . Lead data gathering for Forms 990, 990-T, and D-20, and other required statutory reports and liaise with external tax preparers to deliver tax returns to the Controller and CFO.
Policy . Partner with the Controller on the development, implementation, execution, and revision of policies, procedures, internal controls, and the adoption of accounting standards.
Recommend improvements and implement approved recommendations.
Collaboration. Liaise with the Budget & Cost Analysis Office, the Program Finance Office, the Business Operations Office, the Contracts & Grants Office, the Business Systems Group (BSG) in the Information Technology Services (ITS) Office, and other stakeholders as needed.
Team Development . Coach and mentor employees to successfully perform current duties and to grow into future roles. Cultivate a work environment that fosters teamwork.
Interpret and ensure consistent application of organizational policies. Initiate personnel actions, including performance and compensation reviews and disciplinary actions.
Special Projects . Perform related duties and execute special projects as assigned.
Confidentiality . Maintain an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintain strict confidence and exercise care to prevent disclosure to others.

Ensure that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance.
Ensure department confidentiality procedures are in place and train and update staff / team members on these issues / matters periodically.
Job Specifications
Required Skills, Experience, Knowledge :
Extensive knowledge of generally accepted accounting principles (GAAP) as well as a thorough understanding of fund accounting and working knowledge of federal rules applicable to NAS.
Public accounting experience at the manager level preferred.
Familiarity with enterprise resource planning (ERP) systems; Workday preferred.
Excellent communication skills with a proven ability to effectively interact with all levels of employees. Ability to communicate complex accounting issues in simple, understandable terms.
Excellent teamwork and customer service skills.
Strong analytical, problem solving, and presentation skills.
Proficiency in Microsoft 365, including Excel, Word, PowerPoint, Teams, and SharePoint.
Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately.
Minimum Education / Training Requirements : Bachelor's degree in accounting or related field, or equivalent knowledge. Master's degree preferred.
Minimum Experience : Eight years of related professional experience, including at least two years in a supervisory role.
Physical Capabilities : Ability to work at a computer for extended periods of time.
Required Licenses, Certification or Registration : CPA certification (active or inactive) preferred
Supervisory Responsibilities / Controls : Reports to Controller. General direction is provided.
Compensation Range : The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs.
An estimated compensation range for this position is $101,130 - $158,015. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
Note it is not typical for a candidate to be hired at the higher end of the range. This position is a benefits-eligible position.

Work Environment : Hybrid office / telecommute environment; expected onsite percentage is 20%. Occasional travel between National Academies' facilities and off-site locations.
Additional hours may be required to support internal and external deadlines during peak periods.
