Job Description
The Office of Radiological Health (ORH) inspects facilities using radioactive by-product materials and facilities with x-ray producing equipment (CT, Fluoroscopy, Mammography, and Linear Accelerators) throughout New York City to ensure compliance with public health and safety regulations at more than 7,000 facilities.
This position provides long range vision, strategic planning, and program development for the Radiation program, and will manage the program in accordance with statutory authority, and delegations from, or agreements with NRC, FDA, and EPA and within established budget, and according to city, state and federal regulations.
This position will be under the supervision of the Deputy Director of the Office of Radiological Health.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :
- Conduct scientific research / investigations and provide managerial support on the development and coordination of initiatives aimed at reduce potential health risks associated with ionizing radiation.
- Research and review current legislation (Federal, State and Local) and ensure that program policies, procedures and protocols align with existing legislation.
- Provide overall program administration, daily supervision, assigning individual task and projects for the ORH field group.
- Supervise personnel in conducting regulatory inspections, complaints and other related activities in accordance with Federal, State and City Health Code to ensure compliance.
- Provide oversight of permit application review process and related customer service functions.
- Manage, monitor and prepare QPR (Quarterly Progress Reporting).
- Provide administrative supervision of staff including approval of time and performance evaluations. Administer technical, safety and policy training.
Preferred Skills :
- Ability to work with a team of diverse professionals.
- Excellent verbal, written, interpersonal, organizational and problem-solving skills.
- Knowledge of federal and state regulations for radioactive by-products material and radiation producing equipment.
- Work experience in health care or research settings using radioactive by-product material or x-ray producing equipment.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have :
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
