Safety Management

The position description is a guide to the critical duties and essential functions of the job, not an all-inclusive list of responsibilities, qualifications, physical demands and work environment conditions.

TITLE : Safety Specialist

JOB OVERVIEW : The Safety Specialist will be responsible for assisting in the developing and administration of programs to ensure employee safety and agency compliance with safety, health and environmental regulations for specified facilities, operations and the visiting public.

AREA OF ASSIGNMENT : Safety Management

HOURS OF WORK : Monday - Friday days (Subject to Call 24 / 7)

RESPONSIBLE TO : Safety Program Manager

PREREQUISITES :

Bachelor's Degree from an accredited college or university with major coursework in Industrial Hygiene, Safety, Physical Sciences or related field or Associates Degree with an additional two years of applicable work experience.

Minimum two years of full-time professional experience as a health & safety professional or a minimum of five years working in an industrial or construction environment or working with hazardous materials, required.

Experience in a hospital or health care facility and / or certification in Occupational Health and Safety or Industrial Hygiene preferred.

Must complete TJC Environment of Care and Life Safety Base Camps within 6 months of hire unless completed already

Must complete National Incident Management System training within six months of hire unless completed already- IS 100, IS 200, & IS 700 NIMS.

Must have a valid Washington State driver's license or obtain one within 30 days of employment.

CIH, CSP, or CHST certifications preferred.

QUALIFICATIONS :

Knowledge of principles, practices and applicable equipment related to occupational safety and health, fire and life safety, and hazardous materials and waste management.

Understand standard occupational hazards, including accident analysis, prevention, and control techniques.

Project management skills a must.

Fluency in computer applications such as Microsoft Office related to safety administration.

Techniques for making effective oral presentations.

Operational problem solving / decision-making experience

UNIQUE PHYSICAL / MENTAL DEMANDS, ENVIRONMENT, AND WORKING CONDITIONS :

Regular and punctual attendance is a condition of employment. Physical requirements include : having adequate vision and hearing to perform daily responsibilities;

being subject to considerable standing, stooping, kneeling and exposure to hazardous substances used during the work. Requires ability to maintain professional manner when dealing with employees and the public.

May be exposed to hazardous chemicals or substances. Will travel from place to place by foot and by vehicle. Mobility, including entering confined spaces, roof or other areas using ladders or other access devices.

Must be able to work and function properly in appropriate types of personal protective equipment.May be required to stay at or return to work during public health incidents and / or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position.

This may require working a non-traditional work schedule or working outside normal assigned duties during the incident.

Essential Responsibilities and Competencies :

Under the direction of the Safety Program Manager, assist with implementation of an effective occupational safety and health program.

Assess risks and hazards and make effective recommendations for action and correction.

Interpret, apply and explain applicable laws, codes, regulations and guidelines.

Perform detailed technical, safety, hazard and environmental research.

Prepare clear and concise reports, correspondence and other written materials.

Use initiative and independent judgment within established procedural guidelines.

Work effectively as part of a multi-disciplinary team.

Support and contribute to the development and maintenance of a positive safety culture at VMC.

Contribute effectively to the accomplishment of the District's safety goals, objectives and activities.

Establish and maintain effective work relationships utilizing conflict resolution and group process techniques when necessary with varying levels of management and professionals.

Make effective oral training presentations to large and small groups.

Respond to the hospital and assist with the activation of disaster plans.

Support the implementation of on-going education of the Hospital Incident Command System (HICS) throughout the organization, including supporting the following responsibility areas : security and safety, communications, training, operations, logistics, planning, finance and operations.

Attend hospital-related subcommittee meetings, contribute ideas, and monitor the planning process. Develop project plans and timelines for accomplishing outstanding tasks.

Identify inconsistencies among plans and proposes corrective measures.

Identify systems and operational problems and propose solutions. Work to build consensus with departmental response plans.

Attend Workplace Safety Committee meetings and provide regular updates, reports on progress.

Participate in Environmental Tours of hospital and other departments with Environment of Care members, complete reports on all tours, communicate deficiencies to leadership for corrections.

Assist with conducting fire safety training and fire drills for all three shifts, including the use of fire extinguishers.

Assist with conducting safety training at new employee orientations.

Assist with performance improvement data for Safety, Fire, and Life Safety management plans.

Ensure that interim life safety measures are implemented when needed, and follow up documentation is completed.

Perform other related duties incidental to the work described herein.

Under the direction of the Safety Program Manager, coordinate and consult with Hospital Vice Presidents, Directors and Managers regarding health and safety issues in their respective areas and notify management staff regarding violation of safety regulations and codes.

Makes recommendations for corrections and follow up to ensure that violations have been corrected.

Analyzes hazards and develops ergonomic risk assessments for both public and non-public areas.

Respond to and investigate hospital safety emergencies such as fires, hazardous materials incidents, and severe employee injuries.

Conducts or provides for employee safety training, including classroom lectures, demonstrations or hands on instruction.

Reviews accidents and makes recommendations for prevention of similar future incidents.

Ensures the District complies with all environmental regulations regarding hazardous substance handling and disposal.

Under the direction of the Safety Program Manager, act as District Safety Officer during an emergency or any major event organized by the HICS command system.

Attend meetings as requested.

Uses standard office equipment including a computer.

Performs other duties as assigned.
