This position is for an Operations Program Manager (OPM) supporting the Largo Consolidated Manufacturing Center (CMC).
The OPM is responsible for supporting the overall manufacturing operations for a large program or suite of programs within a product line portfolio with annual revenue between $50M and $200M.
They are expected to oversee and coordinate all operational aspects of ongoing programs and serves as a liaison between program management, project team, and factory management.
The OPM will make strategic decisions for the direction of the program related to financial performance and manufacturing plans.
The OPM should have a comprehensive understanding of all aspects of production including a thorough understanding of manufacturing related policies / procedures / practices, manufacturing quality standards, and DOD requirements.
Primary Responsibilities :
Total program life cycle execution from bid / proposal through development / EDM, transition to deliver, production, and depot / sustainment
Program planning, capacity analysis, schedule management, resource planning, and manufacturing execution
Lead cost / process improvement initiatives
Coordinate material management activities with Supply Chain
Cost Account Manager (CAM), Estimate at Complete (EAC) development, analysis, and presentation, understanding and use of Earned Value Management (EVM), and risk and opportunity management
Interface with both internal and external customers at Monthly Business Reviews (MBRs), Gates, EACs, Program Management Reviews (PMRs), and customer visits / tours

Qualifications / Experience Needed :
Must have a minimum of 10+ professional years of relevant work experience leading in an operations, manufacturing, program, cross-functional, or equivalent environment
Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
Effective communicator, able to develop relationships and work with personnel at all organizational levels, functional stakeholders, and internal / external customers
Demonstrated initiative, perseverance, and creativity in problem solving, strategic planning, project and deadline administration, and utilization of business system resources
Excellent problem-solving skills and ability to use data and information to convey a concise message to team members and key team members
Flexibility and agility to work in an undefined development environment where processes and procedures may not always exist
Thorough working knowledge of Microsoft Office; Ability to manipulate and process reports and work artifacts with large amount of data
The ability to obtain and maintain a U.S. government issued security clearance is required
Must be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation / reinstatement and must meet eligibility requirements
Preferred Skills :
Familiarity with manufacturing and data analytics tools such as PRISM / APEX, CMES, Kinaxis, and PowerBI
Experience generating EACs, providing cost variance analysis, and managing risk and opportunities
Familiarity with documentation systems such as Common PDM to validate As-Built configurations, alternates, ECNs, and change history
Familiarity with Supply Chain Management practices
Strategic and visionary planning, develop relationships and achieve buy-in from all relevant parties
