Job Summary :

The overall responsibility of the Associate General Counsel (AGC) is to assist the University's General Counsel in supporting the operations of the University's Office of Legal Affairs.

Included among the various duties of the AGC, this position is involved in labor and employment counseling, compliance and litigation.

Job Description :

  • Providing management counseling in the areas of labor and employment
  • Managing and conducting federal, state and local investigations
  • Advising Human Resources and senior management on a wide array of matters, including day-to- day management issues, collective bargaining, grievances, and related union issues
  • Liaising with outside law firms regarding various legal matters
  • Supervision of the University's Freedom of Information Act (FOIA) Office

with respect to FOIA requests

  • Liaising with outside immigration firm regarding immigration / employment-based applications (PERM, H-1B, EB, etc.); Assisting Academic Affairs with implementation of immigration matters
  • Serving on the University's Institutional Review Board
  • Advising University officers on subpoenas, such as the Registrar for student matters and NEIU Police for criminal matters
  • Reviewing and revising University policies, as required
  • Handling legal matters as assigned by the University's General Counsel

AGC Duties Also Include :

Serving as the University's Ethics Officer with the following specific duties :

Investigating ethics claims made internally or by the state Office of Executive Inspector General (OEIG)

Liaising with the OEIG on ethics matters

Coordinating and administering the University's Annual Ethics Training for all employees, and submitting annual Statements of Economic Interest to the OEIG for covered employees

Providing University employees with guidance on the interpretation and implementation of the State Official and Employees Ethics Act

Serving as the University's Title IX Officer with the following specific duties :

Investigating sexual harassment and sexual misconduct allegations

Revising Title IX policies as needed

Counseling the University community, collaborating with campus partners, and training of University employees on sexual harassment and sexual misconduct prevention and education

Regularly attending local, state, and federal trainings and meetings regarding Title IX.

Performing other tasks and duties related to general legal matters as specifically assigned by the University's General Counsel.

Minimal Qualifications :

A law degree from an ABA accredited law school. Admission to the Illinois Bar in good standing. Minimum of ten years' experience as a practicing attorney.

PREFERRED QUALIFICATIONS :

Experience in Higher Education (particularly with public universities) and experience within a collective bargaining setting.

This position requires a background check.)

Salary : $110,000 - $120,000

Benefits : Comprehensive benefits package including health, dental, and vision benefits, sick and vacation days, and participation in the State Universities Retirement System.
