SALARY : $116,500

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

INTRODUCTION

  • This position is in the Office of the City Administrator (OCA), Office of Budget and Performance and functions as a Budget Analyst, responsible for providing expertise in the performance of budget formulation and justification;
  • presentation and enactment; and execution. Incumbent performs a wide range of analytical, technical, and advisory functions related to the budgetary processes which involves planning, preparing, and analyzing detailed estimates of annual funding needs for one or more future fiscal years;
  • gathering, comparing, and correlating information about projected revenues and / or costs of current and future programs and activities;

and determining costs and benefits of different levels of program operations.

THE OFFICE OF BUDGET AND PERFORMANCE MANAGEMENT

The Bowser Administration is seeking a Budget Analyst to work within the Office of Budget and Performance Management (OBPM).

This position reports to the Deputy Budget Director. OBPM reports to the Mayor through the City Administrator’s Office in Washington, D.

C. OBPM spearheads the development and review of policy and spending proposals as a part of developing the Mayor’s $15 billion annual budget.

OBPM advises the Mayor and the City Administrator on financial, policy and program issues that impact the District’s operations and capital investments, and works to ensure that resources are targeted to programs that improve the lives of DC residents.

This position will cover the Operations and Infrastructure Portfolio.

The Office of Budget and Performance Management :

  • Prepares and administers the $8.6 billion local funds and $15 billion total funds budget that advances District priorities including producing, preserving, and protecting affordable housing;
  • committed to ensuring that every child in Washington, DC has access to first-class public education; providing safe communities, ending chronic homelessness, invests in DC’s transportation and environment;

and investing in the health and well-being of residents.

  • Is working to increase transparency in the budget process, including new opportunities for public involvement before the budget is proposed; and
  • Collaborates with the Deputy Mayors, the Office of the Chief Financial Officer staff, and agency directors and staff to ensure that District resources are used as efficiently as possible, and that programs deliver results for residents.

The Budget Analyst is responsible for providing support to staff, conducting research on financial outcomes and developing long-term strategic goals.

DUTIES AND RESPONSIBILITIES

  • Assists in budget preparation as well as financial and policy analysis for the Public Safety and Justice portfolio;
  • Works on projects and makes draft recommendations to improve the District’s outcomes
  • Provides analysis in an operating budget cluster and capital project proposals and monitors contracts and re-programming requests within the assigned portfolio;
  • Supports the development and administration of the District’s Capital Improvement Program;
  • Provides technical budget assistance to the Budget Director and City Administrator
  • Works with the Office of the Chief Financial Officer during the annual budget formulation; and
  • Assists the Deputy Director and other OCA staff in their role as a part of the Washington Metropolitan Area Transit Authority Joint Coordinating Committee and the Mayor’s Vision Zero Working Group.

JOB REQUIREMENTS

  • Bachelor's degree in Public Policy, Urban Planning, Public Administration, Business, Finance, Economics, or a related field is required, but a Master's degree is preferred
  • At least two years of experience with budget and finance or related work in a policy position that required writing and analysis.

Substitution of graduate level work for this experience is also acceptable.

  • Superior Excel skills / knowledge, superior PowerPoint skills and excellent communication and presentation skills are required as this position will have frequent interaction briefing senior public officials in the DC government.
  • Experience using tableau or other data visualization software is a plus.
  • Experience drafting public facing communications and presentations is a plus.
  • Full time standard office hours are required, with additional evening / weekend hours required on a project basis.

SPECIAL NOTE - SECURITY SENSITIVE This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive.

RESIDENCY REQUIREMENT There is a legal requirement that each new appointee to the Excepted or Executive Service either :

  • be a District of Columbia resident at the time of appointment; or
  • become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment.

Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
