To support the strategic plan of Clear Creek ISD by providing leadership and expertise in the planning, development, implementation, and evaluation of the district’s federal and state grants and entitlement programs.

Qualifications
Education / Certification / Licensure
Master’s degree from an accredited college or university
Special Knowledge / Skills
Strongly self-directed
Knowledge of state and federal programs and budget
Knowledge of securing funding and grant writing
Ability to implement and evaluate state and federal program, grants and entitlements
Ability to manage budget and personnel
Ability to coordinate district functions
Ability to interpret policy, procedures, and data
Demonstration of instructional leadership
Technology skills consistent with district expectations
Experience
Minimum of 3 years as a campus or district administrator
Experience in working with at-risk students and Title I funds
Supervisory experience or coordination of district level programming preferred
Major Responsibilities and Duties
- Provide leadership, direction, and expertise in the state and federal programs, grants, and entitlement programs in the district.
- Prepare the annual ESSA Consolidated Application for Federal Funding and Annual Compliance Reports.
- Initiate district changes and establish procedures to meet all state and federal program requirements.
- Monitor campuses periodically to ensure that planned strategies and interventions provided to students are being implemented.
- Provide leadership in department to ensure funding decisions align with the student achievement goals of the district.
- Identify, develop, and coordinate a systematic process for supplementing district services with federal funds to meet the goals of Every Student Succeeds Act (ESSA) and the district strategic plan.
- Determine and establish budgets for Title funds including identifying students, schools, and programs to receive federal funds.
- Assist campuses in the preparation of their Title budgets providing guidance for effective use of funds.
- Coordinate district parental involvement for Title programs as well as ensuring campus compliance with parental involvement requirements.
- Develop and establish appropriate services and budgets to eligible non-profit schools for ESSA.
- Work collaboratively with other departments to ensure compliance with EDGAR guidelines, comparability and audit requirements.
- Ensure compliance with time and effort documentation requirements for federally funded employees.
- Prepare and provide public hearing on federal grant submission.
- Assist in the budgetary planning, training, implementation, and evaluation process.
- Monitor fiscal accountability and compliance reporting timelines and develop compliance processes.
- Seek alternate funding sources and supervise and coordinate efforts with district grant writer.
- Share compliance guidelines with appropriate school personnel..
- Coordinate with Human Resources to ensure that all grant-funded staff meet the Highly Effective Staff federal guidelines.
- Supervise, develop, and retain district Title I support paraprofessional personnel.
- Maintain the Grants Procedure Manual.
- Account for the accuracy and verification of all student program data and reports.
- Implement data-driven decision making for improvement efforts based on best practices..
- Comply with policies established by federal and state law, State Board of Education rules, and the local board policy.
- Participate in activities that promote district and community relations.
- Prepare, maintain, and present all information, reports, and records, as required.
