DVE Intelligence Analyst - Security Clearance Required

As a Domestic Violent Extremism (DVE) Intelligence Analyst at a California fusion center, you will be responsible for identifying, creating, and disseminating relevant and actionable intelligence and information related to DVE threats through analytical reports, briefings, bulletins, and case support.

The Center executes its missions of counterterrorism, crime prevention and all-hazard public safety in an information sharing environment (ISE).

Your analytical functions will include, but may not be limited to : researching, analyzing, reporting, assessing vulnerabilities, risks, and threats in order to protect residents, visitors, and critical infrastructure within Orange County, as well as supporting the greater national fusion center network.

You will provide analysis based on relevant intelligence, information, trends, or activities. You will develop, support, and conduct outreach activities, specifically with law enforcement, fire, health, and private and public sector stakeholders.

Specifically as a DVE Intelligence Analyst, you will provide this analytic support as a means to defend against DVE threats.

Key Responsibilities :

  • Analyzing DVE Activity : Reviewing and analyzing activities and behaviors indicative of DVEs operating or emerging in Orange County and surrounding jurisdictions.
  • Identifying DVE Tactics and Techniques : Maintaining awareness of emerging tactics, techniques, and procedures associated with DVEs.
  • Information Sharing : Developing relationships, outreach, products and briefings to communicate threats to trusted partners.

Conversely, working closely with trusted partners to receive information that can be analyzed and distributed to a wider-audience.

  • Identifying Suspicious Activity : Identifying and sharing known suspicious activities related to DVE threats as well as behaviors to be shared for awareness with trusted partners.
  • Elevated Understanding of Civil Liberties / Civil Rights : Protecting civil liberties / civil rights and upholding 28 Code of Federal Regulations part 23.
  • Coordinating with Units and Divisions : Coordinating with all other units and divisions, as well as external partners, to develop an understanding of the threat stream.
  • I dentifying Intelligence Needs / Trends / Patterns : Identifying and researching intelligence needs, trends, and patterns related to customer needs.
  • Collaborating on Intelligence Needs : Collaborating with appropriate federal, state, local, and non-governmental entities to develop DVE-specific key intelligence questions (KIQs) and standing information needs (SINs).
  • Partnering for Outreach and Training : Partnering with other state, local, and federal government agencies to support outreach, liaison, and investigative, liaison, outreach, and training programs.

Conducting Law Enforcement Database Checks : Understanding and knowledge of using law enforcement databases within the need to know / right to know.

  • Using Records Management : Entering research information into a records management system that corresponds with 28 CFR part 23 parameters.
  • Providing Tactical Case Support : Working with local and federal law enforcement partners on providing open-source intelligence, real-time open-source intelligence, and long-term case support.
  • Responding to Requests for Information : Assisting partners and customers in responding to requests for information in a timely and efficient manner.

Additional Requirements

Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work.

Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential.

Note that possession, use, or sale / distribution of cannabis or cannabis-based products is disqualifying.

This position may require local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences.

Be prepared for frequent local / regional day meetings and events.

Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Qualifications :

  • Knowledgeable in both classified and open-source research and data analysis methods and techniques.
  • Skilled in collecting, assembling, analyzing, and evaluating evidence, statistics, and other relevant information.
  • Experienced in working with Microsoft Office Suite (Outlook, Teams, Word, Excel, Publisher, PowerPoint).
  • Capable of communicating effectively, both orally and in writing, to a wide range and number of audiences.
  • History working with federal, state and local law enforcement databases and partners.
  • Willing and able to work extended hours as necessary by request.
  • Knowledgeable in the Intelligence Cycle and case support.
  • Proficient in understanding and following directives, instructions, and standard operating procedures.

Required Qualifications :

Security clearance eligibility : Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment.

Clearances will be sponsored by the contracting agency.

  • Background check requirement : Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  • Training and certification : Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  • Privacy considerations : Individual shall understand privacy considerations, including 28 CFR and privacy / civil liberties civil rights (P / CLCR).

Education & Experience :

Candidates for this role must have a minimum of three years of DVE Intelligence Analysis experience and either a Bachelor’s degree in a relevant discipline or relevant work experience in lieu of a degree.

Work Environment :

Flexible work schedule : Analysts will work a 4 / 10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed.

Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
