The Office of Vital Records and Statistics (OVRS) is looking for a software architect / development manager. The OVRS development teams work on applications that track the facts of vital events (such as death, birth, stillbirth, divorce and marriage) and issuance of certificates.
This manager would oversee the creation of software products by coordinating multiple development teams. They would also ensure that all teams are aligned with project goals, timelines, resources as well as crafting the shared architectural vision.
In order for a candidate to step in and support the creation and maintenance of the various OVRS applications, they will need the following skills :
Minimum Mandatory Requirements (in MMR response specifically address every item under each bullet point)
- 2+ years AWS experience including support of multiple applications working together in the cloud and utilizing cloud architecture.
- 5+ years each of the following writing and project management skills : writing responses to RFPs (Requests for Proposal), computing legislative fiscal notes, creating documentation, writing training and testing procedures, updating grants and budgets, interviewing, conducting 1 : 1s, customer outreach, curating culture and norms for remote teams, managing multiple concurrent scrum teams and training new developers.
- 8+ years designing and developing registration systems for death, birth, stillbirth, divorce, marriage and the issuance of their certificates.
- 10+ years each of the following : JAVA, SQL, architecting software applications, PHP, VBScript, debugging, scrum / agile development
Submission should include certificates for at least four of the following active certifications :
- Certified Scrum Developer
- Certified ScrumMaster
- Certified Scrum Product Owner
- AWS Certified Cloud Practitioner
- AWS Certified Solutions Architect - Associate
