Association’s Mission : California Primary Care Association's mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the healthcare delivery system to improve the health status of their communities.

Purpose of Position : The Associate Director of Federal Affairs and Policy will position CPCA ( Association ) and its 501(c)(4) affiliate, California Primary Care Association Advocates ( Advocates ) as a California leader in the health care industry and a driver of health equity.

This position will support the development of key public policy issues that impact community health centers and their patients including the research, analysis, advocacy, coalition building, and technical assistance that advances the Association’s public policy platform.

The position will also support the Association’s federal advocacy efforts with a focus on relationship building, advocacy, and policy development.

CPCA has also declared itself as an anti-racist organization and, as such, all staff members are asked to apply a health equity lens to their work while helping to support community health centers respond to the needs of their diverse patient population.

Primary Responsibilities : Establish expertise on CPCA’s priority policy issues, including assigned content and issue areas.

Support federal advocacy efforts including policy development and relationship building with key staff and stakeholders.

Collaborate with Government Affairs staff on advocacy strategies to better position CPCA for policy success. Support legislative engagement by tracking, analyzing, and providing material support on state and federal legislation and budget efforts.

Work closely with Association staff to provide technical assistance, disseminate information, provide educational resources and training, and coordinate member engagement.

Prepare timely and thorough legislative, budget, and policy updates to members including but not limited to weekly updates, website, and newsletters.

Build new, and strengthen existing, relationships by representing the Association in coalitions and other stakeholder opportunities.

Coordinate with Advocates, as well as regional and statewide clinic associations. Skills and Abilities Required : Strong project and program management expertise including implementation and evaluation.

Serve as support or lead staff for certain peer networks, work groups, task forces, and committees. Commitment to supporting the Association’s vision of being an antiracist organization.

Solid interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors, and partners.

Effective problem solving, organizational, and time management skills. Deliver accurate and concise written and oral communication.

Proficiency in Microsoft Office and web-based applications and platforms. Work collaboratively with leadership and multi departmental teams.

Anticipate and resolve problems on own initiative. Additional Responsibilities : Attends and participates in required Association meetings.

Reports regularly to Director of Budget Advocacy and Strategic Policy. Participates in Advocates events and represents the Association and Advocates as requested Travel for national and regional meetings, training and site visits by air and ground transportation as needed.

Supports the Association’s vision of being an antiracist organization by utilizing JEDI (Justice, Equity, Diversity, Inclusion) practices in work and relationships.

Other duties as assigned. Education and Experience : Bachelor’s degree preferred. An understanding of healthcare issues in California and how federal policy impacts health-related issues.

Experience with community health centers, member-driven associations, or non-profit organizations is also preferred. Relevant experience may be considered in lieu of the degree requirement.

Association Expectation : Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month.

All hires are required to maintain residence in California. This is a hybrid position with employees coming into the office in downtown Sacramento.

Compensation : $84,250 - $89,206 Total Rewards : CPCA offers a comprehensive total rewards package that includes hybrid work schedule, employer paid medical, dental, vision, life, and AD&D insurance for employees.

A retirement savings plan with an employer contribution of 5%. A time off package that includes vacation, sick, float-time, and a generous holiday schedule.
