Job Summary Under the general direction of the Contract Compliance Director, provides administrative support to assist the departmental staff in matters regarding Minority, Women, and / or Veteran owned Business Enterprises (M / WNBE).

Reviews and verifies all submitted certification applications, documents and supporting documentation to ensure they meet M / WBE Program guidelines.

Conducts initial review of bid, proposal, and / or contract submittals for compliance to the M / WBE Program and assists with filing, coding, information processing, assisting clients and visitors, and noting record discrepancies;

as well as assists in outreach efforts.

Prepares correspondence; schedules tentative appointments; arranges conferences and meetings; and assembles established background materials as directed.

Verifies M / WBE certifications from the County of Cook and / or the City of Chicago, and monitors the directory of Certified M / WBEs maintained by Cook County.

May perform other duties as assigned.

Minimum Qualifications

  • Possession of a High School diploma or General Education Development (GED) certificate SUPPLEMENTED WITH three (3) years of full-time administrative work in procurement, contract compliance, equal employment opportunity or a supplier diversity program.
  • Possession of a current valid driver's license. -OR-
  • Graduation from an accredited college or university with an Associate's Degree SUPPLEMENTED WITH one (1) year full-time administrative work experience in procurement, contract compliance, equal employment opportunity or a supplier diversity program.
  • Possession of a current valid driver's license. This position is considered a safety-sensitive position.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS Knowledge of the principles / techniques of bidding practices and procedures ensuring the utilization of and payment to MBE / WBE vendors.

Skill in the use of Microsoft Word, Excel, Power Point and Access.

Skill in planning and developing complex assignments with minimal direction.

Ability to work independently in composing memoranda / reports.

Ability to meet project deadlines.

Ability to gather information from vendors and make inquiries determining whether contract bidders follow the MBE / WBE guidelines.

Ability to gather information from vendors and make inquiries pertaining to their certification.

Ability to convey information and explain or describe basic office policy and procedure to others.

Excellent communication skills with the ability to prepare written reports and presentations.

Interpersonal skills to work with a wide variety of people with varying levels of experience.

This position occasionally requires moderate to extensive travel to work assignment throughout Cook County for which the employee must provide his or her own means of transportation.

Physical Requirements Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.

Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods time. The duties listed are not set forth for purposes of limiting the assignment of work.
