The Department of Early Education and Care (EEC) is an agency focused on building a coordinated, comprehensive system of early education and care services in Massachusetts.

EEC seeks to hire a Bilingual Family Child care (FCC) Licensor who is bilingual in Portuguese or Spanish for its Child care Operations Unit located in Springfield, MA.

The Bilingual Family Child care Licensor is directly responsible for the implementation of the Family Child care Licensing program which includes enforcement and monitoring of the regulations governing the licensure / approval of family child care homes and investigations of complaints;

assists and participates in the development and design of the state-wide family child care licensing program; and performs related work as required.

The incumbent is assigned a caseload in a language other than English.

The Bilingual Family Child care Licensor will have the following responsibilities and duties :

  • Determine compliance with the regulations for family child care programs by conducting application review, on-site annual visits of the family child care programs;
  • observations of the physical condition of family child care homes; observation of children and educator interactions with children;
  • assessing the care received by children; reviewing children’s and assistants’ records, qualifications of educator and assistants, ratios, emergency and preventive health care procedures, nutrition, transportation, consumer rights, sanitation and safety, and the program’s (educational) plan to include curriculum, equipment, supplies and procedures for supervising children;
  • Provide consultation and technical assistance to both potential and current family child care educators;
  • Investigate complaints of alleged non-compliance made against licensed and unlicensed family child care homes;
  • Document findings gathered during inspections and investigations of family child care programs by identifying and recording deficiencies, and by writing reports of a legal and technical nature, in order to recommend issuance or renewal of licenses or corrective enforcement action;
  • Participate in the development and implementation of legal actions, pre-hearing conferences, hearings, and court proceedings by providing documentation of deficiencies;
  • by providing testimony at legal proceedings and by conducting follow-up inspections in order to provide evidence of violations and to enforce corrective or legal actions;
  • Design and assist in the development of workshops, conferences and seminars on family child care for educators and assistants as well as for Family Child care Systems, state and local officials and interested citizen groups;
  • As assigned, assist in the formulation of statewide policy concerning regulations, licensing policies and working procedures;
  • Determine the qualifications of individuals seeking assistant positions in a family child care program; and
  • Other duties as assigned

Preferred qualifications :

Considerable knowledge of the principles, practices, methods, trends, standards, prototypes and organization of family child care programs.

Ability to communicate technical information effectively in writing and oral expression.

Ability to communicate facts of a case in order to take appropriate action.

Ability to gather and analyze information through observation and interviewing and by examining records and documents.

Ability to make decisions (including decisions about health and safety of children) in stressful situations.

Ability to deal constructively with conflicts and confrontations.

Ability to deal tactfully and maintain harmonious working relationships with licensees, local inspectors and co-workers.

Ability to prepare detailed written reports which represent facts accurately and objectively.

Knowledge of the principles, practices and techniques of regulation and investigation procedures and interviewing techniques.

Knowledge and understanding of current educational standards, trends, research and best practices as they apply to child growth and Development.

Ability to handle stressful, emergency or crisis situations.

Ability to maintain accurate records.

Ability to communicate technical information clearly and concisely.

Ability to be organized, self-motivated, self-directed and to work independently toward the accomplishment of short-term objectives and long-range goals.

Ability to use computer software.

Proficiency in a language other than English (specifically Portuguese or Spanish).

Travel will be required for this position.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements : Applicants must have a Bachelor's degree or higher and (A) at least five (5) years of full-time or equivalent part-time professional experience in the childcare field, including early childhood education in a nursery school, kindergarten, child development center or educational institution, family childcare or school age childcare;

in residential or human services; or investigative, law enforcement or regulatory administration work, of which (B) one (1) year must have been in a leadership or supervisory capacity which may include classroom supervision and operating a child care program.

Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
