The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption.

It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, City employees, vendors with City contracts, individuals, and entities that receive City funds.

DOI is seeking an experienced Human Resources professional to serve as a Human Resources Generalist. This professional will support the Human Resources (HR) team to a workforce of several hundred employees in the areas of personnel recruitment, new hire processing and orientation, personnel and performance evaluation tracking, and coordination of benefits administration, ensuring quality service and process efficiency, under the guidance of the Deputy Director of Human Resources.

The Human Resources Generalist will prepare confidential reports from NYC personnel databases including CHRMS and PMS and correspondence for the department, regarding leave requests, job offer letters, employment verifications, etc.

Other tasks include conducting exit interviews and assisting in coordinating agency HR-related events and initiatives.

The HR Generalist will be part of a dynamic, service-oriented team responsible for developing and executing strategies and initiatives to support human resources for employees of this high-profile, fast-paced agency.

Specific responsibilities include :

  • Maintaining and updating the agency’s vacancy reports and other tracking systems related to recruitment and retention activities;
  • using the NYCAPS system to create job openings and track and source candidates; maintaining relationships with local colleges and professional associations;

identifying appropriate external posting sites.

  • Administering civil service hiring pools based on the agency’s needs while adhering to civil service hiring rules, and ensuring all list actions appointments are completed within the prescribed DCAS timeframe.
  • Conduct new-hire employee orientations and work with hiring managers to ensure new employees’ successful workplace transition.
  • Provide information to employees about employment policies and health benefits.
  • Participate in department initiatives, including special events.
  • Implement Personnel Actions for new hires, rehires, transfers from other agencies, and current employees in compliance with citywide requirements and DOI policies utilizing City HRIS systems, such as NYCAPS, PMS, PRISE, and CHRMS.
  • Generate reports from City HRIS systems, including CHRMS and PMS.
  • Ensure prompt evaluation, review, and response to all employee concerns and inquiries.

If selected, the candidate will be fingerprinted and undergo a background investigation.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical / administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical / administrative work of more than moderate difficulty; or

2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical / administrative experience including one year of the administrative supervisory experience described in "1" above; or

3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical / administrative experience including one year of the administrative supervisory experience as described in "1" above;

4. Education and / or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above.

Education above the high school level may be substituted for the general clerical / administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills

  • Bachelor's Degree.-Minimum of two years of successful human resources experience in a NYC government agency.-Familiarity with Orientation and other HR processes.
  • Strong work ethic, attention to detail, and ability to complete tasks in a timely fashion with limited supervision. -Strong organizational and project management skills.
  • Outstanding presentation, writing, and communications skills strong customer service skills-Excellent MS Word, MS Excel, MS PowerPoint, MS Visio, and MS Outlook skills intermediate / advanced knowledge of City HRIS systems, including CHRMS NYCAPS and PMS.
  • Ability to work well in a fast-paced, team-oriented environment. -Ability to maintain confidentiality. -Familiarity with New York City’s Civil Service Process.
  • Knowledge of New York City’s Automated Personnel System (NYCAPS), CHRMS and PMS.
