Executive Director of Rehousing Operations

The Division of Rehousing Operations, located within the Placement Division of the Department of Homeless Services (DHS) is responsible for creating new housing opportunities for DHS clients to exit shelter to permanency.

Under the general direction of the Associate Commissioner for Rehousing Operations, with wide latitude for independent initiative and judgement, the Executive Director of Rehousing Operations will be responsible for the management of a pipeline of master lease acquisition projects, as well as future initiatives that require housing finance expertise.

The Executive Director will have experience in the financing of construction, repair and or rehabilitation of multiple dwelling projects, as well as monitoring cost of projects and contract negotiation.

This Executive Director will work with affordable housing developers, financial sector partners, and the HRA Office of Supportive and Affordable Housing (OSAHA) to identify and implement master lease projects, and to expand housing opportunities for DHS clients.

This Executive Director maintains consistent relationships between the OSAHA, DHS, shelter providers, Master Lease house providers, landlord / brokers and other divisions of HRA which assist DHS clients in locating and securing permanent housing.

The Department of Homeless Services is recruiting for Administrative Supervisor of Building Maintenance M-III to serve as an Executive Director, who will :

• Evaluate housing projects, budgets, and underwriting.
• Create new policies and tools as it relates to the creation of affordable housing through the Master Lease and other DSS / DHS / HRA programs.
• Facilitate projects from inception to budget negotiation, through contract registration.
• Review construction, repair, or rehabilitation plans of projects and evaluate project cost.
• Define and negotiate business terms to advance DHS goals and policy objectives.
• Serving as a liaison to external partners, including for-profit and non-profit developers, banks, and other government agencies as well as various departments at DHS, HRA and DSS to execute successful projects.
• Advise on best practices and policies for housing projects that come through the Master Lease and other DSS / DHS / HRA housing programs.
• Be involved in policy design, program implementation, and ongoing reporting for initiatives related to reducing the shelter census through housing creation.
• Support the issuance of Requests for Proposals ( RFPs ) a by performing financial modeling of anticipated affordability scenarios.
• Conduct presentations to educate specific Community Based organizations, housing developers and other concerned parties on the benefits of the Master lease program, documents policy and analysis.

Minimum Qualifications

1. Eight years of full-time experience in construction, repair, alteration and / or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or

2. Education and / or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years.

However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.

Preferred Skills

• Latitude for independent judgement, initiative, and action, and must be able to work independently and under deadline.-Excellent verbal and written communication and strong interpersonal skills, and strong analytical, organizational, and quantitative skills.
• Advanced experience utilizing and developing complex Excel spreadsheets and presentation software is strongly preferred.
• Demonstrated ability to meet deadlines and manage multiple projects in a timely manner and to be a team player. -Background in real estate finance and / or affordable housing development as well as program implementation experience required.
• Preference will be given to candidates with experience working for or with government agencies and government programs related to affordable housing development.
