As a Department Manager you will :
- Define business goals, develop work plans, and set short and long term priorities to be accomplished by subordinates.
- Direct, coordinate, and oversee work plans through subordinate managers and supervisors. Assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Evaluate program implementation and effectiveness.
- Provide guidance, advice, counsel, or instruction to subordinates in resolving administrative and on technical problems.
- Manage relationships with functional executives of IRS operating divisions within the area serviced, officials of other agencies, and in advising management officials of higher rank.
- Develop performance standards and evaluate work performance of subordinate supervisors and managers; Serve as the reviewing official on evaluations and performance recognition or disciplinary actions of non-supervisory employees rated by subordinate supervisors.
- Manage and resolve group grievances, employee complaints, and / or other issues elevated to the second level.
- Make decisions and / or approve expenses on routine and / or non-routine, costly, or controversial requests and / or personnel related actions (e.
g., selection, training, promotions).
- Serve as a coach and / or mentor to subordinate managers and / or employees on an on-going basis, tailoring the emphasis based on the particular needs and background.
- Initiate ways to improve efficiency of the department and increase the quality of the work directed; Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices Travel Required

BASIC REQUIREMENTS (DEPARTMENT MANAGER) : You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.
To be qualifying for this position your experience should be sufficient to demonstrate :
- Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight;
- Knowledge and understanding of programs, work functions, and staff hour planning methods and techniques in order to initiate, plan, organize, direct and manage the functions and employees of the operation;
- Knowledge of other work systems and processes which affect assigned functions and decisions concerning workflow, production, and quality;
- Knowledge of budget and fiscal methods used in establishing and maintaining an organization, (i.e. ability to maintain and manage financial resources);
- Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers; and
- Knowledge and understanding of regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
- The experience may have been gained in the public sector, private sector or . One year of experience refers to full-time work;
part-time work is considered on a prorated basis.

THIS IS NOT A TRUE VACANCY
Selectees will become part of a 5 year cadre of the Department Manager Temporary Expansion Manager Program (DM TEMP). This is not a position change.
Program participants will remain in their assigned positions and will be considered for actual Department Manager vacancies as they occur.
Those selected to positions within the program will be given on-the-job training and actual Department Manager assignments.
Employees selected will be given developmental assignments and / or temporary promotions. Selectees will be placed into the Department Manager Payband.
Assignments will be offered based on need and availability. There are no guarantees that participants will be placed on the shift indicated on their Application and Supervisory Availability Form.
Positions will be located in the Kansas City Submission Processing Center. There is no guarantee of a position assignment.
NOTES :
1. Applicants must meet all requirements as of the closing date of the announcement.
2. Employees selected into the program will become members of DM TEMP for approximately five years. DM TEMP cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the five-year membership.
3. Employees must have at least a fully successful rating on their current annual appraisal in order to compete for DM TEMP.
4. Employees must have at least a fully successful rating on their most recent temporary managerial departure rating in order to compete for DM TEMP.
5. If performance during a managerial assignment warrants removal from the position, you will be subsequently removed from DM TEMP.
6. Employees selected into the program must update their Availability Form information on an annual basis. Forms for updates will be distributed at next announcement posting.
7. Program participants will be considered for the temporary managerial vacancies as they occur.
8. Department Manager temporary managerial positions may be filled through this program.
9. Program participants who are offered and decline two (2) positions will automatically be removed from DM TEMP. Employees who decline an offered position on a shift different than what they indicated on their Availability Form will not be penalized for declining the offer.
10. If you are the subject of a disciplinary and / or adverse action or impending disciplinary and / or adverse action while serving in the Submission Processing Department Manager Temporary Expansion Manager Program (TEMP) you may be removed from the TEMP Cadre for a period of not less than two (2) years Education
