GENERAL SUMMARY

Responsible for the management of the Branch Services support function. This includes oversight of and / or establishment of branch policies and procedures, performance of ongoing risk-based branch operational reviews, validation of branch certifications, and support of branch inquiries received via email and / or the Branch Services support line.

Incumbent serves as primary resource and branch operations subject matter expert for any procedural, policy, or system changes affecting the branch network.

Performs ongoing analysis of established branch operations to identify process inefficiencies and executes changes leading to improved workflows and greater client satisfaction.

Partners with the heads of Retail Branch Administration to identify and prioritize key strategic initiatives impacting the branches.

Leads recurring meetings with Retail Administration and presents reports on operational status and holds discussions around thematic issues and the necessary actions to remediate the deficiencies.

The VP / FVP, Manager of Branch Services has 6-8 direct reports.

ESSENTIAL FUNCTIONS

• Management oversight of the operational, risk and compliance integrity for Cathay Bank branches.
• Develops, writes, and implements branch operations related policies, procedures, and programs to ensure overall effectiveness and adherence to associated laws and regulations.
• Directs and performs ongoing branch reviews to ensure branch compliance to operating standards. Creates and presents operational status reports and branch performance scorecards for executive management.
• Serves as key stakeholder and collaborates with Compliance, BSA, Audit and Risk Management regarding system, policy, or procedural changes that impact branch operations.
• Identifies operational tasks currently performed in the branch environment to determine feasibility of centralizing the functions into the back-office operations environment.
• Conducts ongoing branch visits to build effective partnerships / relationships. Establishes self as key point of contact for escalation by branch management.
• Gathers feedback from branch team members to measure the level of service provided via the Branch Services support line.
• May serve as key data steward for deposit related data in the bank's deposit origination and core systems.
• Engages with Internal Audit and Compliance Management during field reviews; may interact with and respond to bank examiner inquiries.
• Manages team members by establishing annual performance goals, allocating resources, and assessing annual performance. Guides staff development.
• Ensures that all functions managed are adequately staffed by trained and cross-trained personnel, and that all duties are performed in a timely, accurate and complete manner.
• Assures complete understanding and compliance by all assigned personnel with all applicable Federal, State, and regulatory laws and policies, internal operating policies, procedures, and audit standards and responds to audit exceptions.

QUALIFICATIONS

• Education : Bachelor's Degree
• Experience : At least 7 years of experience in Retail Banking with a focus on operations and / or risk management, with a minimum of 3 of those years in management leading a team.
• Skills / Ability :
• Complete knowledge of branch operations, systems and related policies, procedures and regulations related to branch banking.
• Demonstrated ability to lead a team.
• Demonstrated ability to lead and influence others that may not be part of the direct reporting line.
• Strong managerial skills.
• Proven project management skills.
• Ability to interact with internal and external auditing entities (i.e. Internal Audit, Bank Examiners, etc.) in a professional and confident manner and with the appropriate sense of urgency.
• Strong analytical and written and verbal communication skills; able to effectively put together and deliver business presentations to executive management.
• Must display initiative and be self-motivated and adapt well to a changing environment.
• Must be committed to seeking opportunities for improvement and possess the ability to achieve results despite challenges.

OTHER DETAILS

$125K - $150K / year

Pay determined based on job-related knowledge, skills, experience, and location.
