POSITION SUMMARY

The City of Portland Bureau of Environmental Services (BES) is seeking an experienced and dedicated Environmental Manager to lead the Green Stormwater Infrastructure Operations and Maintenance (GSI O&M) section in our Watershed Operations and Maintenance (WOM) division.

The Environmental Manager leads a dynamic team of knowledgeable and skilled environmental and natural resource professionals that manages and maintains BES’s large and growing portfolio of green stormwater assets, including approximately 2,600 green streets (planters and swales in the roadway right-of-way) and 150 larger water quality facilities (including wet ponds, dry ponds, constructed wetland, and large biorientation facilities located on tax lots).

GSI O&M collaborates with bureau staff in Stormwater Maintenance Engineering, Design Engineering, Construction, Community Engagement (Stewardship), Regulatory Strategy, and other programs to ensure effective stormwater management and compliance with applicable local, state, and federal regulations and permits.

What you’ll get to do :

Recruit, hire, lead, and supervise a staff of environmental professionals; assign projects and duties, establish performance objectives and priorities;

provide training, professional development, coaching, and / or mentoring.

  • Develop business case analyses, financial plans, and annual budgets to secure adequate staff and financial resources to support ongoing operations and proposed program improvements.
  • Authorize expenditures and monitor status of $2.7M materials & services budget.
  • Apply principles of infrastructure asset management to ensure effective management of a large portfolio of municipal stormwater assets.
  • Balance maintenance levels of service with available staff and budget resources to deliver cost-effective and responsive service to the community.
  • Apply technical knowledge and experience to work with staff to develop creative solutions to ongoing and emerging challenges of maintaining the condition and function of public green stormwater facilities in an urban environment.
  • Cultivate and implement new workforce development initiatives in collaboration with internal stakeholders and external partners, with an emphasis on promoting equity and workforce diversity.
  • Collaborate with other managers and subject matter experts in operations and maintenance, regulatory strategy, planning, design, construction, communications, and community engagement, and other work groups to promote effective feedback loops and strategic alignment of BES policies, programs, and processes.
  • Develop, improve, and implement policies and processes, including new technological applications, to increase the efficiency and effectiveness of program operations.
  • Prepare and submit reports or data for regulatory permit compliance and performance monitoring.
  • Negotiate and execute agreements with interagency, intergovernmental, vendors, and private sector partners.
  • Ensure responsive customer service and promote effective community engagement related to stewardship of public green stormwater infrastructure facilities.
  • Represent BES as member of Green Infrastructure Leadership Exchange and in other formal and informal professional networks.
  • Lead by example and foster a positive workplace culture that values safety, equity, inclusion, collaboration, communication, quality, and productivity.

An ideal candidate will demonstrate through direct or transferrable experience :

The ability to manage subordinate staff (including at least one Supervisor) that comprise a high-performance team that focuses on the day-to-day management and maintenance of the city’s stormwater collection and treatment systems.

Management includes setting staff priorities, mentoring staff, evaluating performance, providing opportunities, guidance, and resources, and administering discipline when needed.

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and / or experience meet each of the following minimum qualifications :

  • Knowledge of green stormwater infrastructure, including operations and maintenance, regulatory drivers, facility design and function, vegetation establishment and maintenance, and infrastructure asset management.
  • Knowledge of principles and standards of employee supervision and workforce development, including recruitment and hiring, training and professional development, scheduling, allocating and assigning work, performance evaluation, labor relations, discipline, coaching, and mentoring.
  • Ability to communicate effectively, both verbally and in writing; present information, reports, and recommendations clearly and persuasively, and communicate technical topics to technical and non-technical audiences;

present information, proposals, and recommendations clearly and persuasively in professional and public settings.

  • Ability to establish and maintain effective working relationships with management, BES staff, staff of other Bureaus / Offices, representatives of other government agencies, vendors and contractors, community-based organizations, members of the public, and others encountered in the course of work.
  • Ability to apply an equity lens to program operations, service delivery, and workforce development and to promote environmental justice.

Additional Requirements

  • Education / Training : Bachelor’s degree from an accredited college or university with major course work in natural resource or utility management, environmental science, biological or physical science, engineering, planning, or related field;
  • Experience : Five (5) years of progressively responsible experience developing, implementing, and managing water and environmental programs, projects and / or functions, including at least one (1) year of experience in a supervisory role;

Equivalent combination of training and experience.
