Title : Contracts Specialist

Reports to : Contracts Manager

The Contracts Specialist will source government contracts related to finding government contracts, evaluating them, and supporting the successful bidding for, negotiating and management of these contracts.

The specialist will work across various departments to successfully secure local, state, and federal contracts.

Job Responsibilities

Contract Sourcing : Research and identify new government contract opportunities via various platforms (like GSA eBuy, Gov.

Spend) and keep track of potential upcoming bidding opportunities.

  • Qualifying Contracts : Analyze solicitations to understand requirement criteria and work with the contracts team to evaluate bid eligibility based on the company's capabilities and resources.
  • Pricing : Develop pricing strategies with the contract team for bids and create competitive, yet profitable, cost estimates for proposals.
  • Statement of Work (SOW) : Help in framing SOW for proposals. Understand and evaluate the SOW to ensure every task is clearly defined and achievable.
  • Compliance : Ensure that all proposals, pricing, and contracts are in accordance with government regulations
  • Bid Process : Prepare and submit bids or proposals on behalf of the organization and follow the process for responding to RFQs, etc.
  • Reporting : Prepare and maintain a record of bids, proposals, and contracts.
  • Communication : Coordinate with internal and external stakeholders, including government representatives, to manage relationships.

Qualifications :

  • Bachelor degree in Business, Finance, or related fields.
  • Great attention to detail, ability to understand and interpret legal and financial data, strong research skills, and excellent communication abilities are all essential qualities.
  • Experience with government contracting, specific relevant certifications (like CFCM), and a solid understanding of the federal acquisition process and regulations (like FAR)
  • Proficiency in contract management software and database / systems used for finding government contracts (like FPDS - Federal Procurement Data System) a plus
