Celestar Corporation is seeking an Expert-level Program / Project Manager (PM) supporting the National Ground Intelligence Center (NGIC) Facilities and Infrastructure Characterization and Analysis (FICA) located in Charlottesville, VA.

Responsibilities :

• As the program manager, this person will be responsible for all work performed on the FICA program.
• The program manager should have leadership experience in US Army or DoD programs and projects that provide expert intelligence analysis services.
• Additional qualifications include :
• Expert knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products.
• Knowledge of intelligence production on facilities and infrastructure.
• Knowledge of intelligence oversight and security guidelines.
• Excellent written and oral communication skills.
• Superior understanding of DoD Intelligence processes, activities, standards, and available analytic tools.
• Knowledge of and experience in planning and executing operations in a high OPTEMPO environment.
• Knowledge of intelligence operations in complex urban environments.

Required Experience :

• Minimum of 20 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
• Of the 20 years - 5 years experience as a PMP (or equivalent).
• Demonstrated experience (at least 5 years) providing direct intelligence support to the Special Operations Community.
• 25 years of experience in the specific labor category, may be substituted for a Master's degree.

Required Certifications / Schooling :

Certification as a Program Management Professional (or equivalent).
