Under limited direction of the Project Management Manager, the Senior Project Manager applies project management principles to deliver projects and / or programs on time, within budget, and with quality results.

Employees in this position have basic engineering and / or planning knowledge of water supply facilities. Employees in this position plan, organize, monitor, and oversee multiple complex projects to meet defined requirements or Tampa Bay Water’s specifications.

Employees in this position have strong presentation skills and general knowledge of water supply issues and facilities.

ESSENTIAL FUNCTIONS :

  • Manages multiple capital and non-capital projects included in Agency’s programs such as the Energy Management Program, Long-Term Master Water Plan and the Capital Improvements Program.
  • Develops and / or oversees the development of assigned projects / programs scope of work, schedule, cost estimates, stakeholder management plan and procurement plans.
  • Coordinate’s program / projects activities with internal and external stakeholders such as local planning agencies, member governments, and other cooperative agencies.
  • Develops and enforces quality control of project implementation in accordance with Best Project and Program Management practices.
  • Negotiates or participates in contract procurement selection committees, negotiation of professional service agreements / contracts, and amendments.
  • Manages activities of professional consultants regarding assigned functions on projects under charge.
  • Request purchase orders, and reviews and processes vendors’ invoices on projects under charge.
  • Effectively coordinate the activities of the team to meet project milestones.
  • Proactively identify changes in work scope and ensure appropriate planning measures are taken with internal and external clients to reassess and amend the scope of work requirement, budget, and timeline.
  • Provide input / justification for project costs and budget impact and changes.
  • Track and report on project progress plan, cost, and schedule, including change control.
  • Analyze the actual performance against the project plan and make adjustments consistent with plan objectives.
  • Manage relationships with programs or projects stakeholders, keeping the stakeholders informed of progress and issues in order to manage expectations on all programs / project’s requirements and deliverables.
  • Prepares and provides presentations to diverse audiences including member governments, Tampa Bay Water's Board of Directors, regulatory agency's (inclusive of the SWFWMD) and the public.
  • Facilitates transfer of data and information between Tampa Bay Water and member governments, regulatory agencies and / or staff.
  • Oversee project documentation and updates to relevant knowledge bases; analyze lessons learned and share with other project managers and project stakeholders.
  • Additional assignments may include assisting or leading on the :
  • Development of the annual update of Tampa Bay Water’s Capital Improvements Program including the identification of projects, prioritization process, and funding allocation
  • Development of the Executive Quarterly Capital Improvements Program Reports and Board Status Updates
  • Development of Projects and Program Management Standard Operating Procedures
  • Coordination of the monthly Capital Improvements Program meetings.
  • Management of the Capital Improvements Program software.
  • Update and implementation of the Long-Term Master Water Plan
  • Updated and implementation of the Agency’s Energy Management Program
  • Observes Safety Policies and Procedures in accordance with the Agency Safety Program.
  • Performs related work as directed.
  • Ability to work flexible hours as needed.

Disaster Service Worker : Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.

MINIMUM TRAINING AND EXPERIENCE :

  • Six (6) to eight (8) years of professional work experience in water supply planning and / or project management.
  • Experience developing, implementing, and maintaining effective water supply planning policies, processes, and procedures and / or experience in creating and maintaining complex project / program deliverables such as project charters or statement of work, status reports, communication plans, risk management plans, and budgets.
  • Experience in managing complex project / program issues, scope of work, and quality while bringing projects / programs to successful completion within budget and schedule.
  • Strong analytical and administrative skills.
  • Proficiency with software tools such as GIS, Microsoft Word, Excel, Project Schedule, and Power Point.
  • Strong communication skills, both verbal and written.
  • Strong interpersonal and team building skills.

Preferred Training and Experience :

  • Water utilities and / or water supply planning experience.
  • Experience managing capital projects.

MINIMUM EDUCATION REQUIRED :

Bachelor’s degree from an accredited college or university.

Preferred Education :

Bachelor’s degree or higher in Urban and Regional Planning, Geography, Environmental Science, Environmental Management, Water Resources Management, Chemical, Civil, Industrial, or Environmental Engineering from an accredited college or university.

REQUIRED LICENSES AND CERTIFICATIONS :

  • Valid driver’s license.
  • Project Management Professional (PMP) from the Project Management Institute (PMI) or ability to obtain.

Preferred Licenses and Certifications :

Professional Engineer in the State of Florida.

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS :

Physical Abilities : Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and / or pulling of objects and materials of light weight (5-10 pounds).

Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Abilities : Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Requirements : Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
