We are seeking a Senior Acquisition Logistician Subject Matter Expert (SME) that will monitor contract and government activity performance and progress, evaluate proposals and changes, and participate in meetings and program reviews.
In order to identify logistics impacts and requirements, the SME will analyze and assess Engineering Change Proposals, Modification Work Orders, and requests for waivers / deviations so they can better ensure efficient lifecycle product support.
The SME will also help with the planning, development, management, budgeting, and acquisition of IPS technical data and information to support lifecycle management, as well as assist with the development, updating, and review of IPS documents and products.
JOB DUTIES / FUNCTIONS :
Acquisition Development : Knowledge and experience with development and implementation of comprehensive acquisition strategies for development and modification of Army systems and equipment and support services (e.
g., contractor logistics support, performance-based logistics).
Integrated Product Support Planning : Knowledge and experience developing and implementing comprehensive product support strategies and application of DoD and Army guidance (e.
g., Product Support Manager Guidebook, Integrated Product Support Element Guidebook, MIL-HDBK-502A) for complex weapon systems.
- Logistics Program Documentation : Knowledge and experience in developing and updating statutory and regulatory logistics program documentation and plans such as the Lifecycle Sustainment Plan (LCSP), Core Depot Analysis (CDA), Business Case Analysis (BCA), Level of Repair Analysis (LORA), Independent Logistics Assessments (ILA), Post Production Support Plan (PPSP), and Preservation and Storage of Unique Tooling.
- Logistics Contract Requirements Package : Knowledge and experience with Statement of Work development and contract oversight for logistics requirements, Contract Data Requirements List (CDRL) deliverables, Federal Acquisition Regulation (FAR) / Defense FAR Supplement (DFARS) required clauses and justifications, Document Summary List (DSL), and Integrated Master Schedule (IMS) activities.
Knowledge and experience using acquisition and contact management databases such as Procurement Integrated Enterprise Environment (PIEE).
Configuration Management : Knowledge and experience participating in configuration control boards and review and evaluation of engineering change proposals, request for deviation / waivers, design change notices, and modification work orders (MWO) including MWO validation, verification, installation, application, and reporting (e.
g., MIL-HDBK-61B, Configuration Management Guidance).
Materiel Release and Fielding : Knowledge and experience with planning, preparation, and application of Army policy for activities associated with Materiel Release (MR) and Materiel Fielding (e.
g., AR 770-2, Materiel Fielding, and AR 770-3, Type Classification and MR) such as acquisition of program documentation and test information required for MR stakeholder evaluation and assessment, development of Materiel Fielding plans and agreements, schedules / timelines, and resolution of identified conditions or deficiencies related to MR.
Business Case Analysis : Knowledge and experience conducting logistics / product support BCAs, in coordination with internal and external stakeholders, and application of DoD and Army policy for BCAs such as the DoD Product Support BCA Guidebook.
REQUIRED QUALIFICATIONS
- Bachelor’s Degree in related field
- Must be a US Citizen and have and maintain a DoD SECRET security clearance
- Minimum of 5 years’ experience in acquisition logistics
PREFERRED QUALIFICATIONS
- Master’s Degree in related field
- 10+ years of experience in acquisition logistics
- Life Cycle Logistics Level 3 certification
- 7 years combined experience working across Integrated Product Support elements (both Acquisition and Sustainment).
