Transfer
Candidates must have one year of permanent competitive or 55-b / c status in the posted title and be eligible for lateral transfer;
OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Promotion
One year of service as a Human Resources Specialist 2 or Human Resources Specialist 2 (Labor Relations).
NOTE : If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.
7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Human Resources Specialist 2 or Human Resources Specialist 2 (Labor Relations).
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES :
- Lead others by example
- Direct and facilitate human resources activities serving approximately 1900 employees within our catchment area of Orange, Rockland, Westchester counties.
This includes actively participating as a member of the Department Heads Committee and Steering Committee Meetings, as well as regularly scheduled statewide human resources meetings.
- Partner with Regional Director of Employee and Labor Relations for Region 4 to ensure coordination of HR with ELR activities.
- Partner with Training Director to ensure smooth coordination of New Employee Orientation.
- Liaise with control agencies such as Department of Civil Service on matters such as staffing services and Employee Health Services.
- Lead, motivate, and mentor a team of HR professionals to achieve departmental goals and objectives, as well as individual development of HR staff toward career goals, providing timely performance feedback and annual performance evaluations to staff on the team and ensuring compliance with all regulatory training requirements.
- Implement human resources policies and procedures in compliance with relevant laws, rules, regulations, and collective bargaining agreements.
- Oversee recruitment, selection, and onboarding processes to attract and retain top talent.
- Provide guidance and support to departmental managers on effective use of probationary period and performance management.
- Implement initiatives to foster a positive organizational culture that promotes diversity, equity, and inclusion and enhances employee engagement.
- Manage employee compensation and benefits programs to ensure equity, by promoting employee awareness of scope of benefits and how to access them.
- Oversee local HR data management and reporting to support Division of Administration strategic planning, working collaboratively with division bureaus Bureau of Employee & Labor Relations (BELR);
Strategy, Policy & Operations Team (SPOT); Data Analysis &Reporting Team (DART); Workforce & Talent Acquisition (WTA); Training & Talent Development (TD&T).
- Serve as a strategic advisor to senior leadership in all program areas within district including State Operations, Regional Office, Property Supports & Emergency Services, Business Office on human capital management and organizational development.
- Oversee maintenance of an orderly and efficient physical space for human resources files that is compliant with all relevant laws, rules, regulations, and OPWDD records management policy
- Effectively and efficiently coordinate telecommuting program among HR staff that allows for sufficient delivery of in person services
- Utilize digital business processes and otherwise promote innovative and technologically forward strategies to continuously improve human resources services.
