Job Description

Summary of position :

Medical Director, Mental Health (Associate Executive Director (Hospitals), Correctional Health Services

This full-time position reports to the Chief of Mental Health in the Division of Correctional Health Services and is responsible for the overall clinical oversight, management, supervision and innovative development of the psychiatric prescribing staff in the New York City jail system.

This position will work in close collaboration with other directors in the Mental Health service to ensure coordinated and comprehensive psychiatric services that incorporate a holistic, evidence-based, and individualized approach to in-jail patient care and post-jail community services.

Close collaboration is necessary with the Department of Correction (DOC) leadership and the Medical, Substance Use, Nursing and Pharmacy Directors of CHS.

A major component of this position will be training, recruiting and retaining high quality prescribers and providing strong leadership and mentorship for existing prescriber staff.

Preferred Skills :

  • Excellent diagnostic and treatment skills with particular attention to issues of psychopharmacology, safe administration of medication in a variety of settings, medical complications of mental illness and therapeutic resistance
  • Excellent interpersonal and communication skills, and ability to work collaboratively with other disciplines, including DOC staff
  • Strong leadership skills with ability to identify staff needs and provide mentorship and education to suit those needs
  • Several years' experience after training of direct clinical work, supervision and management, and evidence of success in those arenas
  • Completion of forensic psychiatry fellowship and active certification by the American Board Psychiatry and Neurology in Forensic Psychiatry

Qualification Requirements :

1) Minimal Requirements

a) M.D. or D.O. degree with active NY State license in good standing

b) Completion of a 4-year psychiatric residency training program

c) Active certification by the American Board of Psychiatry and Neurology in Psychiatry.

Detailed Tasks and Responsibilities :

Overall responsibility for clinical care provided by all psychiatric provider staff, which includes indirect management of individual high-risk cases

Personnel management of the psychiatric providers, including overseeing scheduling, setting quality standards, establishing effective recruitment and retention strategies, managing workforce complaints, hiring, on-boarding, disciplinary procedures, and termination.

Responsible for credentialing of all psychiatric prescriber personnel, including trainees

Regular staff meetings with psychiatric provider staff to solicit feedback about service needs and provide service updates

Direct clinical supervision of the Senior Psychiatrists on a regular basis. This supervision must include both in vivo reviews of management skills as well as chart reviews.

Collaboration with the Clinical Director, Director of Psychiatric Administration, and Chief of Mental Health regarding interdisciplinary issues related to the Mental Health Service and supervision of non-prescribing staff

Monitor and maintain standards for service provision in compliance with the NYC Board of Correction Mental Health Minimum Standards, professional standards set by the NYC Health and Hospitals Corporation, and expectations pursuant to class action settlements involving the care of jailed individuals with mental health needs (e.

g., Brad H. v. City of New York)

Monitor and maintain standards for service provision in compliance with CHS policies. Development of new policies and adjustment of existing policies to meet evolving standards of care

Involvement in Mental Health Quality Assurance / Quality Improvement program, including identification of relevant and appropriate metrics to guide quality of care

Short and long-term planning for improved services, including staffing, environmental needs, and program design

Active participation with other relevant leaders in the development of a jail-based training program for medical students, residents and fellows

Regular visits to jail buildings to meet with prescriber staff and discuss complex cases and systems issues

Attend the CHS Morbidity and Mortality review committee and present cases as needed

At least 10% of time devoted to direct clinical care

24-hour on-call responsibilities at intervals to be determined

Availability during off-tours and weekends for clinical-administrative emergencies

Regular supervision with the Chief of Mental Health

Other duties at the discretion of the Chief of Mental Health

Minimum Qualifications

Applicants must have all of the following :

1. Graduation from a medical school approved by the Council on Medical Education and

Hospitals of the American Medical Association.

2. Completion of an acceptable internship in an approved hospital.

3. A license to practice medicine in the State of New York.

4. Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association.

5. Eight (8) years of satisfactory full-time paid experience in field of specialization including at least three (3) years in a supervisory or administrative capacity.

Training and experience required for certification will be credited toward required specialized experience.)
