Job Description

The Senior Program Manager, under administration direction, provides management-level oversight over program staff and performs professional-level functions involving the development, implementation, and maintenance of ICB programs.

These duties include identifying institutional needs; managing the administration of grants; developing contracts; developing policies and procedures;

and overseeing fiscal and administrative functions associated with the program.

Also, the Senior Program Manager will have the responsibility for ensuring that their institutions are effectively meeting the goals and objectives of applicable programs.

This person is responsible for building strong relationships with faculty, staff, and executive-level members of the institution.

Their role is to foster a community of practice experience for institutional cohort and navigating the cohort through program activities.

In addition to managing programs, they will help the institutions manage long-term programmatic goals for realistic projections.

They will also work with the institutions’ accounting department to assist with developing and maintaining programmatic budgets.

They must develop strategies and tactics that would assist their institutions with successful outcomes.

The successful candidate will lead a pre-set of institutions in multiple donor-funded grant programs. The position requires a highly motivated self-starter.

They can work autonomously and have the capacity to collaborate when necessary. The Senior Program Manager should think strategically, manage multiple program managers, communicate effectively, have a strong understanding of program management, and be detail oriented.

About ICB

Launched in 2006, UNCF’s Institute for Capacity Building (ICB) provides targeted capacity-building resources to help HBCUs improve their resilience.

We define resilience as the institution’s ability to improve its operation today and future-proof them for tomorrow. ICB’s engagement equips UNCF member institutions, and other HBCUs and PBIs, to provide high-quality educational experiences to their students and the broader Black community.

ICB’s work focuses on three areas critical to HBCU success : institutional effectiveness, academic competitiveness, and financial viability.

Beyond our strategic advisory and project management support, ICB serves as an innovation hub for Black colleges, connecting institutions to funders, best practices, resources, and subject matter experts both within and outside of UNCF.

Successful candidates will join the Institute for Capacity Building team which is headquartered in Atlanta, Georgia. In addition to specific roles and responsibilities, ICB team members have proven to be successful when they :

Primary Responsibilities and Duties

The Program Manager reports to the Director, Innovation. They are responsible for effectively managing multiple program managers and initiatives.

They will also work with the Director to develop innovative strategies for program and change management. Also, they will have a set of institutions and are responsible for managing various programs at those institutions.

Along with the Program Managers, they head the daily program management activities through the program lifecycle. They would help plan and manage the overall program and monitor progress along the way.

They also manage the program budget and any roadblock identified. They will use the institutional engagement strategy (IES) and mitigation strategy (MS) to manage engagement and escalation process with the institutions.

They coordinate the programs and the inter-dependencies between them. They also work with and manage the stakeholders to establish and perform the deliverables.

Specific responsibilities include :

  • Assists with the general management and administration of programs within the UNCF ICB systems
  • Manage the day-to-day activities of Program Managers
  • Plans, organizes, directs, manages, and coordinates the operations within the assigned program
  • Oversee program / s and supervise staff in the assigned program area
  • Establish priorities, goals, and objectives consistent with department policies and procedures
  • Assists in the initiation and management of policies and procedures appropriate to the administration of all contracts
  • Participate in the preparation and monitoring of program budgets, work plans, and other administrative and fiscal functions
  • Determine goals and objectives, reviewing and analyzing project budgets
  • Participate in writing donor report and grant proposals
  • Carry out supervisory responsibility in accordance with policies and procedures including planning, assigning, and directing work, and appraising performance
  • Perform analysis and prepares detailed written reports of finding pertaining to institutional goals and objectives alignment with programmatic goals.
  • Ensures program compliance with donor requirements, and coordinates program activities with other organizations
  • With Director, Innovation, support the management of several programs within ICB
  • With Director, Innovation, lead components of these programs by managing program timeline, business plan, and budget, including meeting internal and external deadlines, and completing project deliverables.
  • Have primary responsibility for planning and tactical implementation of workshops, webinars, meetings, and sessions related to ICB.
  • Design and develop work plans and activities per the deliverables in the approved grant awards.
  • Travel to off-site meetings and participating campuses to provide point-person assistance and make occasional presentations as needed.
  • Develop detailed knowledge to respond to written inquiries and represent ICB with universities, partnering organizations, and national agencies.
  • Work closely with Director, Innovation to develop and oversee new programs in ICB.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

Qualifications

Education and / or Experience :

  • Minimum of five years’ experience in higher education, non-profit, or related field.
  • Minimum of 5-7 years of program management, business administration, consulting or related experience
  • Bachelor's degree required, advanced degree or commensurate experience recommended
  • Demonstrated ability to plan and facilitate meetings and ability to work effectively and professionally with high-level university and other community leaders
  • High level of organization, with an ability to carry out administrative, financial and project activities with accuracy and attention to detail
  • Excellent analytic, writing, and editing skills.
  • Excellent writing skills
  • Experience with qualitative and quantitative research or program evaluation preferred, but not required
  • Commitment to education
  • Individual must be a self-starter who can problem-solve and take on a wide range of tasks to deliver results; have a collegial and professional manner;

and demonstrate excellent communication and interpersonal skills

  • Ability to establish and maintain effective relationships with the institutional faculty, administrative and executive offices, and the broader business community
