Job Descrition :

The Department of Healthcare and Family Services (HFS) is seeking to hire a motivated candidate to serve as a Generally Accepted Accounting Principles (GAAP) Coordinator.

  • This position directs and coordinates financial reporting for HFS; reviews and responsible for the Financial records reports and statements to ascertain completeness and accuracy prior to submitting GAAP packages or financial statements for HFS;
  • monitors and ensures the completion of Comptroller SCO forms; serves as liaison and provides answers to external auditors, internal auditors or the Legislative Audit Commission regarding the information provided in the GAAP packages;
  • directs studies and analyses related to ever changing statutory (both federal and state) policies and regulations, State Plan Amendment, contractual provisions and administrative rules, regarding changes that impact HFS GAAP packages and financial statement reporting;

keeps abreast of new developments in the financial reporting and accounting fields. Additionally, serves as a full-line supervisor and plans, directs, and supervise the accounting activities of professional, technical, and clerical personnel.

Job Description

  • Serves as the Generally Accepted Accounting Principles (GAAP) Coordinator for the Division of Finance
  • Reviews financial reporting records, reports, and statements to ascertain completeness and accuracy prior to preparing GAAP packages or financial statements for HFS
  • Monitors and ensures the completion of State Comptroller Office (SCO) forms
  • Serves as full line supervisor
  • Serves as liaison and provides answers to external auditors, internal auditors, or the Legislative Audit Commission regarding the information provided in the GAAP packages
  • Directs studies and analyses related to ever changing statutory (both federal and state), State Plan Amendments, contractual provisions, and administrative rules regarding changes that impact HFS GAAP package and financial statement reporting
  • Keeps abreast of new developments in the financial reporting and accounting fields
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires bachelor's degree in accounting, business or economics
  • Requires applicant to be registered or licensed as a Certified Public Accountant (CPA)
  • Requires five years of experience as a CPA conducting audits in accordance with Government Auditing Standards and / or preparing financial statements in accordance with Generally Accepted Accounting Principles
  • Five years of professional experience utilizing accounting and auditing theory, principles, methods and procedures
  • Five years of experience applying laws, rules and regulations relating to state or non-state accounting or auditing procedures
  • Three years of experience developing and revising difficult accounting and auditing procedures
  • Three years of experience evaluating difficult accounting problems, analyzing, and interpreting extensive complex accounting records and reports
  • Two years of experience with Statewide Accounting Management Systems (SAMS), and Systems Applications and Products (SAP) or equivalent accounting system
  • Three years of experience auditing information systems
  • Two years of experience supervising, directing, training and coordinating the activities of subordinates engaged in accounting activities
  • Requires the ability to pass a background check
  • Requires the ability to maintain and utilize state issued equipment
