DEPARTMENT SUMMARY : The Emergency Departments is comprised of a multidisciplinary team who provides 24 / 7 specialized care to patients during an emergency visit through discharge or hospitalization.

Respiratory Therapy Department is responsible for care at all 4-hospitals in the St. Charles system.

POSITION OVERVIEW : The Director of Emergency Services assumes 24-hour responsibility, authority, and accountability for patient care activities and service operations, provides strategic and operational leadership in the organization as assigned and has specific management authority responsibility for assigned campus services and / or departments.

Provides business and operational planning, financial management, physician relationships and partnerships related to the achievement of campus and system strategic goals.

Builds and maintains physician, caregiver, and peer relationships. Collaborates with physicians for the implementation of policies, procedures, standards, and regulations for the department to facilitate patient-centered, evidence-based care.

This position directly supervises the Manager of the Bend Emergency Department, the Manager of the Redmond Emergency Department and Manager of Respiratory Therapy (System).

ESSENTIAL FUNCTIONS AND DUTIES

Plan, organize, coordinate, and direct department functions and activities to ensure services are provided in accordance with the established St.

Charles Health System standards, regulatory and legal requirements. Ensures the continuity of care is maintained during all shifts of the department.

Provides leadership and management to assigned department(s) and effectively oversees the internal operations of these departments in the organization.

Responsible to maintain optimal quality, customer service, and regulatory compliance in partnership with the trauma program to meet requirements for state of Oregon trauma licensure.

Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain high performance teams that meet organizational and department goals.

Ensures necessary staffing is provided for all shifts of operation of the department by monitoring, evaluating, and modifying staffing patterns utilizing national staffing guidelines and departmental staffing plan.

Acts as the department liaison to other hospital departments and outside entities.

Works directly with the Service Line Medical Director(s)

Role models two-way communication of the St. Charles Health System mission, vision, values, and strategic plan for the department (staff meetings, rounds, etc.)

Leads and oversees project work within St. Charles -to include financial, clinical and operational performance improvement, revenue enhancement and cost reduction, budget and strategic financial plan development and variance analysis, productivity analysis, and business development support.

Collaborates with executives and project teams throughout St. Charles Health System to develop and facilitate monitoring of key performance indicators and detailed financial and clinical data to improve patient care and financial performance.

Coordinates with Directors / Managers to continuously assesses and improve campus operational performance and maintain appropriate quality control programs.

Monitors services for performance compliance and develops strategies for corrections.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and maintains a safe environment for caregivers, patients and guests.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Manages operations within the budget. Provides productivity oversight and review. Analyzes costs, productivity, trends, and patient levels for inpatient and outpatient programs.

Works with leadership to achieve productivity standards.

Assists in the development of leadership and caregivers through effective advising, coaching, facilitating, and mentoring.

Implements relationship strategies for physicians, patient populations and caregivers. Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

Facilitates the development and implementation of policies, work instructions, and standards that guide and support the provision of services, maintaining compliance with pertinent laws and regulations.

Provides leadership in the quality improvement initiatives as assigned. Establishes and assures maintenance of quality and efficiency standards.

Manages and continuously improves processes.

Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

Supports the vision, mission and values of the organization in all respects.

Collaborates with teams to review processes and identify / implement opportunities for improvements, applying Lean methodology.

Supports Lean principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

May perform additional duties of similar complexity within the organization, as required or assigned.

Education

Required : Master's degree, if Master degree is not in nursing, must have Bachelor's in Nursing required.

Preferred : Master's degree in Nursing.

Licensure / Certification / Registration

Required : Current Oregon RN license.

Ability to travel to business functions / trainings / meetings and all St. Charles Health Systems worksites required.

AHA Basic Life Support for Healthcare Provider certification.

Preferred : Advanced certification (CEN, CPEN)

ACLS, TNCC

Personal Protective Equipment

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Experience

Required : 7 years of experience in health care delivery, at least 2 years in a leadership role.

Preferred : 3 to 5 years of experience with successful management at the director or equitable management level. Experience with the management of multiple hospital departments.

PHYSICAL REQUIREMENTS :

Continually (75% or more) : Use of clear and audible speaking voice and the ability to hear normal speech level.

Frequently (50%) : Sitting, standing, walking, lifting 1-10 pounds, keyboard operation, operation of a motor vehicle.
