November , New York City voters overwhelmingly approved three ballot proposals that put racial equity and justice at the heart of city government, including a new Commission on Racial Equity (CORE).

The first of its kind in the nation, the new Commission on Racial Equity is a new independent 15-member commission responsible for engaging diverse communities to advance racial equity in government operations and increase community voice in government decision making.

CORE provides accountability for New Yorkers, regularly evaluating the City’s progress on its racial equity plan, requirements, and goals.

CORE will be composed of diverse New Yorkers with equity expertise and / or relevant lived experience, serving as a conduit to bring historically excluded communities and voices into government decision-making.

The Team You’ll Work With :

CORE is an independent commission composed of 15 commissioners, including one Chair & Executive Director, jointly appointed by the Mayor and New York City Council Speaker.

Other CORE commissioners will be appointed by the Mayor, City Council Speaker, City Comptroller, and Public Advocate. City officials appointing commissioners to CORE are required to consider individuals that represent or have advocated for historically excluded voices, including people with lived experience of marginalization and individuals who have never served on a government board or commission before.

Commission on Racial Equity staff are responsible for executing the day-to-day mission and establishing its path to success.

They will take the vision of the Chair & Executive Director and the Commissioners and translate it into action strategies and plans that implement accountability for racial equity in the city.

Like the Commission itself, the Commission’s staff aims to be representative of New Yorkers from all communities and walks of life.

Staff will bring an accountability mindset into their work, ensuring that they are collaborating with city agencies and voicing public concerns.

The Problems You’ll Solve

The Commission on Racial Equity seeks a Research and Policy Associate, reporting directly to the Director of Research and Policy.

As a member of the team, you will provide support that enables the Commission to successfully carry out the research and policy work and larger transformational change for the racial justice ballot measures approved by NYC voters.

The Research and Policy Associate will work on multiple projects, with key responsibilities in supporting the collection, management, and / or analysis of quantitative and qualitative data and providing administrative support as needed.

CORE’s research projects span government policymaking, and center lived experiences and voices of communities harmed by racism.

CORE research and policy projects cover several areas including but not limited to education, policing, legal system, food, housing, health, and mental health.

Associates will focus on assessing implementation efforts of New York City forthcoming racial equity plans and tracking progress and impacts related to system change efforts to advance racial equity in government operations and increase community voice in government decision making.

RESPONSIBILITIES

  • Executing comprehensive literature, policy, and practice reviews.
  • Designing, tracking, and interpreting performance metrics, with a focus on their implications for policy and practice.
  • Conducting descriptive quantitative analysis and potentially supporting higher-level multivariate analysis.
  • Providing regular city wide or agency specific policy updates that summarize proposed and existing policies.
  • Drafting proposals for interviews, focus groups, and / or survey questionnaires; assisting in the facilitation of interviews and focus groups;

drafting and / or helping administer surveys; coding and analyzing qualitative data.

  • Synthesizing and interpreting research findings.
  • Supporting the design and creation of reports, presentations, and dashboards or other types of data visualization for practitioner and policy audiences.
  • Developing data requests and data collection protocols for city agencies, community-based service providers, and other relevant organizations.
  • Cleaning, coding, merging, and preparing administrative data files for analysis or transcribing and coding qualitative interview and focus group data.
  • Developing codebooks, coding schemes, file specifications, and other resource documents.

About You

  • Commitment to racial equity and are willing to put in the hard work of changing whole systems in government.
  • Experience in collecting and working with administrative data, particularly data from government agencies.
  • An understanding of power, privilege, and oppression and how that shapes policy and legislation.
  • At least four years of experience with research, policy, monitoring, or evaluation work.
  • You are familiar with at least one quantitative statistical software package or language (e.g., Python, R, SAS, SPSS, STATA).
  • Excellent time management skills and experience working in a deadline-driven environment.
  • Experience in community engagement, community organizing and serving in an accountability or oversight body is a plus.
  • Other formal education that is relevant can be helpful, such as in public administration, business administration, public policy, public health, ethnic studies, political economy, etc.
  • Demonstrated commitment to racial equity, social justice, and accessibility.
  • Background of living in, working within, or growing up as a member of communities facing historical oppression will contribute to your ability to guide the planning process.
  • Demonstrated commitment, competency and strong familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups.
  • Technical skills or project management skills are a plus.

Salary

The Commission on Racial Equity’s compensation package includes a market competitive salary and exceptional benefits. Our cash compensation range for this role is $69, -$79,.

Final offers may vary from the amount listed based on candidate experience and expertise, and other factors.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have :

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.

Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

New York City residency is required within 90 days of appointment.
