Job Summary
Under direct supervision of the Administrator or designee. Required to supervise the fiscal staff and develop, implement and monitors all fiscal systems.
Compiles fiscal reports in accordance with in house, US Department of Labor regulations and State DLT requirements.
Supervision is exercised over fiscal staff and the work to ensure completeness and accuracy.
Duties & Responsibilities

- Supervises all fiscal staff responsibilities on a day-to-day basis.
- Assigns work tasks, prioritizes activities, provides technical assistance in proper fiscal and accounting methodologies, and monitors performance.
- Develops, implements, and monitors all fiscal systems including accounting, obligation controls, property management, purchasing, cash management, payroll and allowance system.
- Develops and maintains computerized fiscal and record keeping systems.
- Identifies, secures, and evaluates all financial data necessary for the preparation and submission of all Federal reports.
- Provides financial projections and status reports to management and Work Force Development Board and participates in corrective action planning.
- Prepares budget information summaries for all Federal grants and modifications.
- Develops and completes all budgetary contract data into a preliminary contract form.
- Ensures that the Fiscal Division monitors the budgetary section of each contract to ensure that payments to sub-grantees meet identified contractual obligations.
- Performs other related duties assigned.
Minimum Qualifications
- Degree from an accredited college or university in a relevant field as in Accounting or Finance with proven advanced management and professional skills or demonstrated competency beyond a four-year college degree.
- Practical experience gained through employment in a responsible position(s) requiring high-level fiscal management, writing skills, and creative problem solving.
- Knowledge of WIOA rules and regulations, Regional Services, Federal Register Financial Circulars, and related US Department of Labor rules, regulations, and reporting requirements, and State DLT requirements or the capacity to learn / understand such.
- Ability to establish and maintain effective working relations with staff, fellow administrators, outside agencies, related City fiscal departments, private auditing firms, the US Department of Labor, and State DLT representatives.
- Strong interpersonal skills.
- Ability to assign work and supervise others.
- Knowledge of bookkeeping, accounting, grant management, budgeting, and personnel management organization.
- Ability to provide technical assistance in related accounting and fiscal control systems to staff and outside agencies.
- Ability to prepare Request for Proposal packages for all required services.
- Ability to communicate effectively both orally and in writing.
- Skill in analyzing fiscal data; ability to recommend problem solving strategies.
- Skills in developing fiscal record keeping systems.
- Must be able to perform all essential functions of the job.
