Who we are and what we do :

The Tennessee Department of Correction operates and oversees 14 adult prisons across the state, housing some 21,000 offenders.

In the community, TDOC supervises 79,000 offenders on probation, parole, or community corrections. The department operates 44 probation / parole offices in 13 districts across the state.

The TDOC Human Resources & Staff Development Divisions are responsible for the oversight of all human capital management functions for over 6,000 employees located across the state.

These areas include, but are not limited to, employee relations and engagement, compensation, employee health and safety, professional development programs, employee wellness, worker's compensation, training, and the Tennessee Correction Academy.

The Tennessee Department of Correction operates safe and secure facilities and provides effective community supervision in support of successful reentry.

Job Overview :

The Regional Human Resources Director reports remotely to the TDOC Central Office Human Resources division in Nashville.

This individual is responsible for overseeing the full scope of human resources services for approximately 2,000 employees working for the Department of Correction within the assigned region.

The incumbent serves as a key strategic partner to agency leadership within the region to ensure the alignment of human resources activities with the agency's mission and compliance with relevant laws, rules, and policies.

This individual thrives in a fast-paced, multi-level organization, driving HR initiatives and a culture of defensible processes across our multiple locations statewide.

The ideal candidate will have a strong background in human resources management. Relevant experience in TN State Government is preferred.

This position is based in East TN and will require monthly visits to assigned facilities and districts. Office location is flexible.

Key Responsibilities :

  • Implement effective HR initiatives to a large population over various geographic locations in a consistent, legally defensible way.
  • Oversee and manage the full scope of human resources services across the region including : recruiting and retention, benefits, employee relations, classification and compensation, leave and attendance, disciplinary actions, and other human resources programs.
  • Serve as the key human resources partner to key leaders at the region, district, and facility level, providing high-level and timely subject matter expertise across all areas of human resources.
  • Oversee and manage the implementation of strategic projects across the functional areas of human resources and organizational units of the agency;

monitor progress and follow-up to ensure timely completion.

Oversee human resources compliance with federal and state law, rule, and policy ensuring effective plans of corrective action are developed and implemented to address any identified shortcoming.

Independently research, analyze, and resolve difficult and complex issues and guide progress through to an appropriate resolution.

  • Analyze and make recommendations for improvements in the efficiency and quality of the operation and services human resources within the assigned region.
  • Prioritize tasks, manage multiple large projects simultaneously, and work independently at central office and statewide in the field.

Minimum Qualifications :

  • Education equivalent to a bachelor's degree in human resources, business, I / O psychology, or other related field as determined by the appointing authority, and five (5) years of increasingly responsible work in areas of employee safety, at least four (3) years must be in a supervisory capacity.
  • Experience in leading human resources staff, and administering policies, programs, and procedures in a law enforcement, correctional, or government setting may substitute for the required education on a year for year basis up to four years.
  • There is no substitution for the required supervisory experience.
  • Human resources professional certification desired (PHR, SPHR, SHRM-CP). Strong written and oral communication skills and excellent interpersonal skills, with the ability to proactively build positive relationships with stakeholders at all levels, both internal and external.
  • Comprehensive knowledge of all human resources functional areas including : recruiting and retention, classification and compensation, employee relations, benefits, leave and attendance, performance management, and HRIS (i.

e., Edison, PeopleSoft, etc.).

Ability to exercise sound judgment and discretion in developing, applying and interpreting HR and departmental guidelines and policies in complex, sensitive, or novel situations.
