Job Title : Construction Manager

Salary Range : $70,000 to $90,000 per year DOE

Summary
Reporting to the Vice President of Real Estate, the Construction Manager is responsible for managing construction related activities for the Housing Development Department projects.
This includes oversight of the construction activities, review and provide input or recommendations for critical decisions pertaining to design, construction, and sustainability goals of projects for Housing Development Project Managers.
The Construction Manager will also support senior staff (including Directors, and Project Managers) with selected tasks and various routine aspects of project planning and development.
Essential Duties and Responsibilities
Construction Oversight
- Provides Owner direction at Owner-Architect-Contractor (OAC) meetings and throughout the project construction : ensuring effective communication, resolving OAC issues, and overseeing quality and timeliness of completion, including final punch walk review and owner acceptance of project.
- Supervises contractors’ work for compliance with schedule, budget, quality, safety, and overall conformance with the contract documents.
- Resolves field construction problems in coordination with design staff, third parties and other agencies as necessary.
- Prepares contracts for consulting and construction services outside of general contractor’s scope.
- Oversees contract negotiations, revisions and changes to design construction work scope and schedules.
- Reviews all contractors’ draw requests and change orders during construction.
- Reviews all construction documents, submittals, RFI and ASI’s during construction.
- Ensures compliance with prevailing wage requirements, including selecting and coordinating efforts of prevailing wage monitor.
- Provides owner’s direction to design team and contractors during conceptual design, design development and construction drawing, including incorporation of input from asset management, property management, and community development teams.
- Oversees value engineering efforts to finalize construction budgets.
- Obtains and reviews contractor cost estimates at appropriate points during predevelopment.
- Prepares budget presentations for funding applications.
- Ensures effective transition to asset and property management at project completion.
- Coordinates meetings or events that relate to construction activities with other Mutual Housing departments and public agencies.
- Develops and maintains standard Mutual Housing Basis of Design to inform project design teams of Mutual Housing preferences early in design process.
Will include preferred green building standards, methods and materials.
- Supports property management department with capital and construction planning, facilitation, and oversight of timing, completion dates, and budget.
- Includes recommending capital projects; facilitating vendor identification and bid reviews and forwarding recommendations to Regional Managers and Director of Property Management;
reviewing, approving and recommending scope of work submitted by vendors; inspecting work product; tracking and reviewing progress and providing at least monthly updates to Regional Manager, Director of Property Management and Asset Management.
Project Development Duties As Assigned
- Supports Housing Development Project Managers to complete the following development tasks :
- Updating and maintaining project budgets, proformas, cash flows projections and construction schedules.
- Preparing applications for local, state, federal and other funding sources.
- Preparing and submitting all types of loan draw requests and documentation for funders.
- Coordinating planning and permit approvals.
- Preparing reports and monitoring identified aspects of project reporting requirements.
- Communicating with project neighbors and / or mutual housing residents, as needed.
- Attending training and industry conferences as recommended by supervisor.
- Other tasks as assigned related to real estate development, policy development, organizational budgets, planning and administration.
- Carry out other duties or projects as assigned by the Vice President of Real Estate.

- Training in construction management preferred.
- Three to five years working in affordable housing project management and / or construction oversight experience or training, with direct oversight of at least three housing construction projects.
- Strong verbal communication skills and evidence of clear writing ability.
- Ability to work in team environment including multicultural settings, working collaboratively in support of a wholistic development process that values the perspectives of property management, asset management and community organizing departments in creating successful Mutual Housing communities and effective interdepartmental efforts within the organization.
- Ability to develop and maintain cooperative relationships with prospective contractors, residents of Mutual Housing, public sector staff and officials, lenders, funders, neighborhood residents, and other nonprofit organizations involved in housing development and services to low-income households.
- Ability to perceive problems and initiate timely corrective action. Demonstrated ability to work independently and to carry out multiple tasks simultaneously. Highly organized.
- Commitment to the principles, policies, and protocols of sustainable building and operations.
- Must be able to travel to community locations within 90 mile radius of Sacramento office.
- Ability to use Microsoft Office WORD, Excel and Outlook.
- Ability to use Project Management software and energy modeling software.
Preferred Qualifications
- Bachelor's degree (B. A.) from four-year college or university preferred.
- Three to five years working in affordable housing project management and / or construction oversight, with direct oversight of five or more housing construction projects.
- Degree or training in construction management.
- Certification in sustainable and energy efficient building.
- Experience analyzing complex legal contracts, loan documents, and government policies and regulations.
- Is fluent in the variety of available financing mechanisms for the development of affordable housing and is generally familiar with the regulations and uses of each.
