Project Scope : The CDFA's mission is to serve the citizens of California by promoting and protecting a safe, healthy food supply, and enhancing local and global agricultural trade, through efficient management, innovation, and sound science, with a commitment to environmental stewardship.

The Office of Information Technology Services (OITS) supports this mission by providing comprehensive IT services including critical maintenance, operations, and the development and implementation of new solutions and services.

The purpose of this RFO is to acquire consulting services to assist the CDFA by augmenting its staffing resources to address the most critical areas requiring additional support for the ET2 project.

Contractor resources are necessary to augment existing resources, to address gaps in knowledge, and provide additional expertise to meet critical and time-sensitive business operational needs.

Mandatory Skills : A minimum of seven (7) years of full-time equivalent (FTE) experience providing diverse technical and management services to government agencies.

A minimum of seven (7) years of broad and extensive project management (PM) experience successfully managing information technology (IT) programs and projects.

A minimum of seven (7) years of team building, knowledge transfer, and / or mentoring experience. A minimum of seven (7) years of experience leading and facilitating team meetings.

A minimum of five (5) years of experience in the following : Schedule management and Microsoft (MS) Project Risk and issue management Stakeholder management Scope and change management Business process review and gap analysis Consulting experience for a project worth at least $15M A minimum of one (1) year of experience in planning or managing Salesforce implementations.

Bachelor's degree from an accredited college or university. Current Project Management Professional (PMP) certification issued by the Project Management Institute (PMI).

Current Scrum Master (CSM) certification issued by the Scrum Alliance (SA) or the Scaled Agile Framework (SAFe) Scrum Master certification.

Desirable Skills : A minimum of ten (10) years of FTE experience providing diverse technical and management services to government agencies.

A minimum of ten (10) years of broad and extensive project management (PM) experience successfully managing information technology (IT) programs and projects.

A minimum of eight (8) years of experience in the following : Schedule management and Microsoft (MS) Project Risk and issue management Stakeholder management Scope and change management Business process review and gap analysis Consulting experience for a project worth at least $25M A minimum of two (2) years of experience in planning or managing Salesforce implementations.

A minimum of one (1) year of experience with State or Federal animal health and food safety programs. Master's or Doctorate degree from an accredited college or university.
