Responsibilities

The individual selected for this position will serve as a Program Manager (PM) providing leadership and working-level support to all facets of the contract with a focus on business operations and administration.

The role and responsibilities consist of, but are not limited to the following :

  • Planning, directing, and scheduling timely completion of all tasks described in this SOW, using business management systems provided by the Sponsor.
  • Serving as the primary POC to the customer regarding contract costs, schedules, performance, and Business Operations support.
  • Performing consistent, routine oversight activities ensuring unified support and minimize unexpected delays.
  • Managing resources effectively, prioritize support, identify, and mitigate any gaps in service.
  • Actively monitor and mitigate situations that might raise concern of an Organizational Conflict of Interest (OCI).
  • Facilitating and supporting effective communication across functional teams, Stakeholders, and Mission Partners, including drafting briefings, concept papers, white papers and use cases, and facilitating collaboration and communication.
  • Responsible for all phases of the program budget.
  • Preparing Staffing Plans, including skill and labor mix, to support contract operations. Responsible for recruiting, interviewing, and hiring staff.

This includes performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies.

Assigning staff and providing technical direction as necessary to complete task. Monitoring contract, subcontract, and funding;

preparing forecasts of program financial performance. Developing and delivering required contract, departmental, project and / or financial reports.

  • Training and supervising personnel.
  • Serve as a technical liaison with vendors / subcontractors.

Qualifications

  • Must possess and be able to maintain a TS / SCI clearance with polygraph.
  • BS 12-15, MS 10-13, PhD 10+
  • Proficient in project and business management principles; strategic planning, leadership, finance management, project lifecycle management, resource allocation and recruitment, critical thinking and problem solving.
  • Bachelor’s degree in business administration, Finance, Systems Engineering, or another relevant business or technical discipline
  • Experience managing federal contracts; minimum of eight (8) years of project management experience, of which includes, four (4) years of experience managing contracts for government customers within the Intelligence Community.
  • Excellent public, small group, and written communication skills

Desired Experience

  • Master’s degree in business administration, Finance, Systems Engineering, or another relevant business or technical discipline
  • One (1) year of experience supporting a Sponsor project that operates within a Working Capital Fund arrangement.
  • Experience using the Sponsor’s business systems, such as, BASIS, CAPTURE Billing, CAPTURE Contracts, SLA Workflow, and / or Workforce Management System (WMS)
  • Certified in project management.
  • Experience using data visualization tools, such as Tableau or Microsoft Power BI.
